SUBJECT: APPROVAL OF A RESOLUTION AUTHORIZING THE
PURCHASE OF JANITORIAL SERVICES FOR CITY BUILDINGS
RECOMMENDATION:
City Council to consider a resolution authorizing the purchase of janitorial services on an
annual basis from Quality Environmental Services in the total amount of $237,652.32.
FUNDING SOURCE:
100-44540-118-2 Building Services/Maintenance/Professional Services -$275,098.00
BACKGROUND:
This procurement will be made as a personal service allowed under the State of Texas
Local Government Code Chapter 252, Section 252.022 (a) (4) and authorized by the
City Attorneys Opinion dated September 24, 1996 (copy attached).
The total amount of this purchase will cover an annual contract to provide janitorial
services to various City buildings. Quality Environmental Services has provided the
service since 1996 and the company has performed the service satisfactorily.
This annual contract has increased as compared to last year's contract amount of
$175,120.00. The increase is due to the increased size of the area to be maintained at
the Library and to the additions to the contract of the Palace Theater and the Senior
Citizen's Center. The amount of the contract is less than the budgeted amount of
$275,098.
Staff recommends approval of the resolution.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE PURCHASE OF JANITORIAL
SERVICES AS A PERSONAL SERVICE FROM QUALITY
ENVIRONMENTAL SERVICES; AUTHORIZING THE CITY
MANAGER TO EXECUTE SAID CONTRACTS AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine desires to purchase janitorial services for various
City facility buildings from Quality Environmental Services as a personal service; and
WHEREAS, Quality Environmental Services provides janitorial services and has
provided this service to the City of Grapevine since 1996.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of the janitorial services on an annual basis for a total not to exceed the annual budgeted
amount of $275,098.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 15th day of April, 2003.
