SUBJECT: APPROVAL OF THE PURCHASE OF SPREAD SPECTRUM
RADIOS FOR THE TRAFFIC DIVISION
RECOMMENDATION:
City Council to consider approval of the purchase of 65 spread spectrum radios from
Netlink, Ltd. for the Traffic Division in the total amount of $68,515.85. A bid tabulation is
attached for review.
FUNDING:
The radio communications contract is part of the Citywide Traffic Signal Improvements
project and is funded in large part by a Congestion Mitigation and Air Quality (CMAQ)
federal grant. The following is the total project funding breakdown.

This procurement will be made in accordance with Texas Local Government Code,
Chapter 252.021(a)(1) and 252.0415 (a)(b) that authorizes political subdivisions to solicit
bids electronically. This procedure allows vendors to submit multiple competitive bids
electronically in a sealed format until the bid closing date at which time all bids are
opened and available for viewing.
This bid is for the purchase of 65 spread spectrum radios as part of the Citywide Traffic
Signal Improvements project that involves designing and installing a state-of-the-art
computerized signal system to manage and control all traffic signals in the City
(including state owned signals). The radio communications contract includes the radios
and antennas to establish communications between the central system software and the
individual traffic signals.
Over 65 vendors viewed the bid on the Internet and four vendors responded. The lowest
bid was from Netlink, Ltd. at a total cost of $68,515.85. This vendor met all of the
required specifications required by the bid.
Staff recommends approval of an award to Netlink, Ltd.
