STATEMENT OF FINDINGS:
A. The City has determined that the right-of-way and easements required to be
dedicated for streets, utilities, drainage, access, sidewalks and other
municipal needs and services are consistent with the City's ordinances and
master plan, are reasonable and are connected to the proposed project in
the following manner:
❑ The right-of-way provides for future widening of public streets that will
serve the development of this site.

Tree Survey
Dear Mr. Newman:
In response to your letter dated November 20, 2001, I will clarify the City of Coppell's
position in relation to the above captioned church expansion. First, you stated in the
letter that there was a meeting held between myself and representatives for your office,
Beck Construction, Beck Architecture and Mesa Design Group. I did attend a meeting on
this project on November 19, 2001, however, only you and I were in attendance.
As discussed in that meeting, the City of Grapevine will be responsible for all
engineering and planning review and the permitting activities in relation to -the
development of this project. No structures will be constructed in the City of Coppell.
Therefore, the City of Coppell's involvement will be limited to the approval of a Minor
Plat for the roughly five acres within our corporate limits. Regarding the removal of
protected trees located within the Coppell portion of the site, please contact John Elias,
Landscape Manager, in our Leisure Services Department at 972-304-3554, to ensure that
the removal of any trees will occur in accordance with all applicable codes and
ordinances.
Given the limited scope of the development in the City of Coppell, i.e. no structures are
being constructed, a formal site plan approval process through the Planning and Zoning
Commission and the City Council will not be required. Once all approvals are received
from the City of Grapevine, then as authorized by Section 10(B) of the City of Coppell
Ordinance #94643 and Section 212.0065 of the Local Government Code administrative
approval of the minor plat by the Director of Planning and Community Services may be
requested. Again, this approval will be contingent upon written evidence that all required
approvals are obtained by the City of Grapevine.

My memory served me correctly and what I indicated to you during our
phone conversation remains the same. The City of Coppell agreed to
0 rocess a Minor Plat (administratively) for the church property within
ur city limits, once the church has received all approvals from
Grapevine. We would typically request that a Council action form or
letter from Grapevine indicating approval, be submitted prior to Coppell
processing the plat.
The attached letter dated 11-26-01 outlines Coppell's position on the
manner in which to handle this request. Additionally, there is a
comment in the letter regarding tree removal- Laney Newman has
contacted our arborist and there are no issues with the tree mitigation
in Coppell.
If you find any discrepancies in how we anticipate on handling this,
please don't hesitate to let me know and we will work with Grapevine to
coordinate. Furthermore, if you need anything formally in writing,.
please let me know.
