DOVE LOOP CONSTRUCTION PROJECT — AWARD OF
CONTRACT
City Council consider awarding the Dove Loop Construction Contract to Orval Hall
Excavating Company in an amount of $6,193,436.77, authorize staff to execute said
contract, and take any necessary action.

The project includes:
• the construction of Dove Loop from the North Main Street intersection west to the
Dove Loop and Dove Road intersection with a four lane divided and a four lane
undivided concrete pavement section.
• the reconstruction of North Main Street from Northwest Highway to Dove Loop with
an improved two lane concrete pavement section, and
• the construction of a center median with landscaping and irrigation on Dove Road
from the Dove Loop intersection west to Kimball Road.
This segment of Dove Loop represents the last link for completion of the planned east -
west thoroughfare serving the area of the City north of Northwest Highway. It will
provide a connection from Dove Road through the City to SH 26, Bass Pro Drive, SH
121 and IH 635.
The project was approved by voters in the December 1998 G. O. Bond election and has
been on the City's masterplan since the 1960's
Bids were opened on May 6, 2003 with six firms submitting bids. The bids are as
follows:
Ed Bell Construction Company $6,115,936.70
Orval Hall Excavating Company $6,193,436.77
Tiseo Paving Company $6,382,971.00
Site Concrete Incorporated $6,431,000.00
L. H. Lacy Company Ltd. $6,461,785.67
AUI Contractors L.P. $7,177,777.18
The low bidder, Ed Bell Construction Company, constructed the North Dooley Street
Project for the City of Grapevine in the early 90's. The contractor was uncooperative
and slow to respond to City Staff, and the final project proved unsatisfactory.
Orval Hall Excavating Company, the second low bidder, constructed the Pool Road
Project. Staff found them to be cooperative, responsive and found the final project
satisfactory.

Staff feels that cooperation and responsiveness from the contractor is critical to the
success of the Dove Loop Project.
The contract stipulates limited time frames for the construction of the medians on Dove
Road and the reconstruction of North Main Street. The project segments will require
concentrated effort for compliance with the time frames stipulated and to reduce the
impact on the motoring public and abutting property owners.
The project also includes construction on Corps of Engineers property. The Staff must
be confident that the contractor for this project will be responsive to the concerns of the
Corps staff as the project progresses.
For these reasons, Staff recommends the second low bidder, Orval Hall Excavating
Company be awarded the Dove Loop Construction Project contract.
Staff recommends approval.
