CITY OF GRAPEVINE
The City Council of the City of Grapevine, Texas met in Regular Session on this the 7th
day of May, 2024 in the City Council Chambers, Second Floor, 200 South Main Street,
with the following members present:

Mayor Tate called the meeting to order at 7.00 p.m. in the City Council Chambers.
Item 1. Executive Session
Mayor Tate announced the City Council would recess to the City Council Conference
Room to conduct a closed session regarding:
A. Real property relative to deliberation of the purchase, exchange, lease, sale
or value of real property (City facilities, Public Works, and the 185 acres)
pursuant to Section 551.072, Texas Government Code.
B. Conference with City Manager and Staff to discuss and deliberate
commercial and financial information received from business prospects the
City seeks to have locate, stay, or expand in the City; deliberate the offer of
a financial or other incentive; with which businesses the City is conducting
economic development negotiations pursuant to Section 551.087, Texas
Government Code.
The City Council recessed to the City Council Conference Room and began the closed
session at 7.03 p.m. The closed session ended at 7.30 p.m.
Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there
was any action necessary relative to Sections 551.072 or 551.087.
City Manager Bruno Rumbelow requested City Council approve the First Amendment to
the Economic Development Agreement with Crossvines 1031 Partners, Ltd and authorize
the City Manager to execute same and all related documents and to take all other
necessary action.

Dr. Doug Page with First Baptist Church gave the invocation.
Item 3. Posting of the Colors and Pledges of Allegiance
Grapevine Police Honor Guard posted the Colors and led the Pledges of Allegiance.
Item 4. Citizen Comments
Aram Azadpour, PO Box 2644, Grapevine, Texas discussed Article 1 of the United States
Constitution.
PRESENTATIONS
Item 5. Mavor Tate to present Grapevine Heritage Foundation's 2023 Preservation
Advocacv Award winners.
Heritage Foundation Chairman Melva Stanfield and Mayor Tate presented the 2024
Preservation Advocacy Awards.
The Rehabilitation Project Award was presented to Robert and Norma Duane for the
renovation of the 1940 Dalton Oil Building located at 323 West Northwest Highway. Mr.
Duane thanked Gary Skotnicki, Gary Garman, and others who worked on this project.
The Preservation Conservation Project Award was presented to Tina Moore for the 1907
Harvey Forbes House located at 300 West College Street.
Dana Gene Hicks and James Bristol were awarded the Preservation/Conservation
Project Award for the 1908 George L Blevins House located at 428 East Wall Street.

The Township Project Award was presented to Jason Keen for the 1907 Edward Jenner
Lipscomb House located at 607 South Dooley Street. Mr. Keen thanked the staff and all
who helped with this project.
Council did not take any action on this item.
Mayor Tate presented item 7 next.
Item 7. Mavor Tate to present a proclamation in recognition of National Correctional
Officer's Week.
Mayor Tate presented the proclamation recognizing May 5-11 as National Correctional
Officer's Week to Captain Rebecca Graves, Detention Officers Jacob Lewis and Ros
Hights who thanked Council for the recognition.
Council did not take any action on this item.
Item 6. Mavor Tate to present a proclamation in recognition of National Police Week and
Peace Officers Memorial Day.
Mayor Tate presented the proclamation recognizing May 12-18 as National Police Week
and May 15 as Peace Officers Memorial Day. Mayor Tate recognized that this year was
the 20th year since the death of Grapevine Officer Darren G. Medlin.
Police Chief Mike Hamlin thanked Council on behalf of the Grapevine Police staff and
recognized the hard work of the Police Department and honored those officers that have
lost their lives in the line of duty.
Council did not take any action on this item.
Item 8. Main Street Fest Co -Chairs. Seth and Wendv Nelson, to provide update on the
40th Annual Main Street Fest that will take place Mav 17, 18 and 19, 2024.
Seth and Wendy Nelson updated Council on the events that will take place during the
40th Annual Main Street Fest including the expanded kid's zone, the craft brew
experience, Cotton Belt Country Club, musical acts, midway, games, and artisan vendors.
Council did not take any action on this item.
NEW BUSINESS
Item 10. Consider Ordinance No. 2024-037 to amend Chapter 11 of the Grapevine Code
of Ordinances. Fire Protection and Prevention by adopting the 2021 International Fire
Code with local amendments, and take anv necessary action.
Fire Chief Darrell Brown explained that the proposed amendments would bring the Fire
Code in line with the Building Codes that were adopted by Council in November 2023.

Fire Marshall Bryan Parker described the proposed changes to the Code and answered
questions from Council.
Chief Brown answered questions from Council.
Council discussed this item.
Motion was made to approve Ordinance No. 2024-037 to amend Chapter 11 of the
Grapevine Code of Ordinances, Fire Protection and Prevention by adopting the 2021
International Fire Code with local amendments, and take any necessary action.

PREVENTION, RELATING TO THE ADOPTION OF THE
2021 INTERNATIONAL FIRE CODE AS PUBLISHED BY
THE INTERNATIONAL CODE COUNCIL, PROVIDING
AMENDMENTS TO SAME, REPEALING CONFLICTING
ORDINANCES; PROVIDING A PENALTY, NOT TO EXCEED
TWO THOUSAND DOLLARS ($2,000.00); DECLARING AN
EMERGENCY AND PROVIDING AN EFFECTIVE DATE
CONSENT AGENDA
Consent items are deemed to need little Council deliberation and were acted upon as one
business item. Any member of the City Council or member of the audience may request
that an item be withdrawn from the consent agenda and placed before the City Council
for full discussion.
Per citizen request, item 19 was removed from consent and considered following the vote
on the remaining consent agenda items.
Approval of the consent agenda authorizes the City Manager, or his designee, to
implement each item in accordance with Staff recommendations.
Item 10. Consider the annual contribution to Metroport Meals on Wheels program.
City Manager Rumbelow recommended approval of the annual contribution of $22,000 to
Metroport Meals on Wheels.

Convention and Visitors Bureau Director Paul McCallum recommended approval of the

Convention Center for an amount not to exceed $19,300.

2025 Office of the Governor Public Safetv Office Criminal Justice Division Grant on behalf
of the Northeast Fire Department Association (NEFDA) for the First Responder Mental
Health Program.
Fire Chief Brown recommended approval of the resolution authorizing application for a
First Responder Mental Health Program grant on behalf of the Northeast Fire Department
Association.

Item 15. Consider the purchase of repair services for seal coat and new striping for the
Dove Loop Boat Ramp from Pavecon.
Parks and Recreation Director Chris Smith recommended approval of the repair services

Item 21. Consider the purchase of a 2023 Ford Interceptor and upfit from Silsbee Ford.
I nc.
Police Chief Hamlin and Public Works Director Bryan Beck recommended approval of the
purchase of a Ford Interceptor and upfit for a total amount not to exceed $61,281 to
replace a unit that was a total loss. Police Chief Hamlin answered questions about the
loss of the previous vehicle.

Service. Inc. (also known as Euless B&B Wrecker).
Police Chief Hamlin recommended approval of the renewal of the contract for towing
services and explained the contract's history.
