SUBJECT: AWARD OF BID NUMBER 162-2003, TRAFFIC SIGNS
RECOMMENDATION:
City Council to consider award of bid 162-2003 to MICA Corporation for the installation
of roadway signs on eastbound State Highway 114 for the Northwest Highway exit in the
total amount of $26,850.00. The bid tabulation is attached for review.

BACKGROUND:
As part of the State Highway 114 freeway construction west of FM 1709, Texas
Department of Transportation (TXDOT) has made several roadway improvements over
the last few years. One of the improvements involved constructing a new overpass
across the State Highway 114 main lanes connecting Northwest Highway to Gateway
Plaza in Southlake. A new ramp from the freeway to Northwest Highway has also been
added in the eastbound direction. The same ramp also provides access to Wall Street
and FM 1709. However, the exit ramp signage does not make mention of Northwest
Highway or that the exit leads to Grapevine.
Staff has worked with TXDOT in modifying the signage to provide better guidance to
motorists at this exit and the subject bid includes these signage modifications. The bid
involves furnishing and installation of four signs.
1. The advanced overhead signage for the ramp currently has a sign that has the FM
1709 symbol and the Business 114 symbol, followed by wording for Southlake
Boulevard and Wall Street. The new sign will have the Business 114 symbol
followed by the FM 1709 symbol. In addition, there will be wording for Northwest
Highway and Southlake Boulevard (see figure below).

2. The overhead signage at the ramp will also be changed. The current sign has the
same legend as the existing advanced sign except that there is an arrow instead of
the "EXIT'/2 MILE" legend. The proposed sign at the exit ramp will have the same
legend as the proposed advanced sign except that the "EXIT'/2 MILE" legend will be
replaced with an arrow symbol (see figure below).

An additional overhead sign with the legend "GRAPEVINE NEXT 4 EXITS" will be added
next to the advanced ramp sign (see figure below).

3. A ground mounted sign that has the legend "GRAPEVINE BUSINESS 114 NEXT
LEFT" will be installed in advance of the signalized intersection of Northwest
Highway/ Gateway Plaza and the SH 114 eastbound off -ramp
4. In addition, to these signage improvements a separate contract has been awarded to
furnish and install "WELCOME TO GRAPEVINE" letters in mustang red on the side
wall of the Northwest Highway/ Gateway Plaza overpass facing eastbound motorists
on the State Highway 114 main lanes.

Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement was posted in
the Grapevine Sun on May 15, 2003 and May 22, 2003.
The purpose of this bid is to establish competitive pricing for the purchase and
installation of overhead signage along SH 114.
Bids were sent to seven vendors with one vendor responding. The non-responsive
vendors indicated they could not respond due to current workloads. MICA Corporation
did respond to the bid and met all of the specification requirements.
Staff recommends award of a purchase order to MICA Corporation for a total amount not
to exceed $26,850.00.
