TRAFFIC SIGNAL SYSTEM RETIMING-AWARD OF
CONSULTANT SERVICES CONTRACT
City Council consider awarding the Traffic Signal System Re -timing services contract to
Kimley-Horn and Associates, Inc. in the amount not to exceed $ 94,500, authorize staff
to execute said contract, and take any necessary action.
FUNDING SOURCE
The traffic signal system re -timing contract is part of the Citywide Traffic Signal
Improvements project and is funded in large part by a Congestion Mitigation and Air
Quality (CMAQ) federal grant. The following is the total funding breakdown for the
project.

BACKGROUND:
The Citywide Traffic Signal Improvements project involves designing and installing a
state-of-the-art communication system for all traffic signals in the City (including state
owned signals). A system vendor has already been retained to provide the traffic signal
controllers and software for the system. A major portion of the communication hardware
has also been purchased. Construction of the system will be done in-house and is
about 50% complete. Once the new signal system is in place, the Staff can implement
the appropriate signal timings.
The Traffic Signal System Re -timing contract involves developing new signal timings for
peak periods on all the City's major arterials including Ball Street, Main Street, Northwest
Highway, State Highway 26, State Highway 121 and William D. Tate Avenue. The new
signal timings will provide better synchronization between the signals, resulting in lower
travel times and reduced delays. In addition, a significant decrease in the number of
motorist stops is expected, thus reducing fuel consumption and emissions.

is familiar with traffic conditions in the Grapevine area and recently developed signal
timing plans for the City at William D. Tate Avenue/ SH1 14 Ramps and Mustang
Avenue.
Staff recommends approval.
