SUBJECT: AWARD OF BID NUMBER 164-2003, SAND AND GRAVEL -
ANNUAL CONTRACT
RECOMMENDATION:
City Council to consider award of an annual contract to U. S. Silica, Hanson Aggregates,
and Top Way Properties for various aggregates to be ordered on an as needed basis by
the Street, Water and Golf divisions. Annual expenditures will be limited to the budgeted
amount for this service. The bid tabulation is attached for review.
FUNDING SOURCE:
Funds for this contract are available in the following accounts:
174-43301-090-000 St. Maint/Capital Replacement/Trans. Infrast. Maint.......... $40,000
200-43301-530-1 Utility Ent. Fund/Water Distribution/Trans. Infrastructure........ $35,000
200-43301-531-1 Utility Ent. Fund/Wastewater Coll./Trans.lnfrastructure.......... $32,500
210-42205-340-2 Lake Enterprise Fund/Course Maint./Grounds Maint............. $ 5,000
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). Bid advertisements were posted in the
Grapevine Sun on June 5, 2003 and June 12, 2003.
The purpose of this bid is to establish fixed annual pricing for various types of
aggregates ordered on an as needed basis by the street, water and golf divisions. Bids
were sent to seven vendors with three vendors responding.
The contract would be for an initial one-year period with an option to renew the contract
for four additional one-year periods. Each vendor submitting bids met all of the
requirements and specifications of the bid.
Staff recommends awarding the items listed under the bid summary section of the
attached bid tabulation to the lowest bid for each item. In addition, staff also
recommends establishing secondary and third vendor contracts to the next low bids to
insure the availability of product.
