BARTON STREET INCLUSION IN FESTIVALS
City Council to consider a resolution to allow for the inclusion of Barton Street from West
Texas Street (Weems Alley) to West Franklin Street, or any part thereof, during Main
Street Days and/or GrapeFest. Staff recommends approval.
BACKGROUND:
Barton Street merchants have petitioned over the past two festivals to be included within
the fenced area. Several Main Street merchants protested those requests and Barton
Street remained open. For GrapeFest 2003 the Historic Downtown Merchants
Association has requested the closing of Barton Street. As the potential impact now
involves an area greater than the 300 block of Main Street, it would be advisable for the
City Council to make a determination regarding the request to close Barton Street.
Including Barton Street would allow for the expansion of the festival footprint, and would
allow the Barton Street merchants to be a part of the festival. In addition, it would allow
for the expansion of festival support services within the festival footprint and would allow
for handicap parking within the festival footprint.
In order to maintain festival flow and emergency vehicle access, there would be no
vehicular parking or traffic on the closed portion of Barton Street during festival hours,
and no booths, displays or exhibits placed in the middle of the roadway. Vehicles would
be allowed in and out access outside the festival hours.
We currently offer all merchants and employees free shuttle parking from the
Convention Center to the E. Texas Gate. We are seeking additional parking locations
where we will be able to offer free parking and shuttle service if necessary.

Comments: Hello Mayor Tate and all of Grapevine's City Council:
I am an artist at Mud, Wind & Fire. I am unable to attend the city council
meeting tomorrow night but wanted to state my thoughts on the Barton
Street Historic District being a part of the annual Grapevine festivities.
Certainly I have a vested interest in the matter, but prior to that
interest I enjoyed attending several of Grapevine's festivals.
The festivals seem to be growing more each year with increasing numbers of
people and activities. The success of these festivals is just one reason
why I wanted to present my art at Mud. Wind & Fire. Therefore it makes
sense to me to open Barton Street to the festivals and have this lovely
walking loop to better accommodate everyone.
Athe same time, many Texas citizens (and they do come from all over) are
offered an opportunity to know what is beyond Main Street. For the city
and for the area, this could mean more dollars flowing. I hope that you
will see the logic in this -- it's a win-win situation for all. Thank you
for your time and effort in this community matter. I sincerely hope you
will appeal to the majority of views rather than the minority.

SUBJECT: BARTON STREET CLOSURE DURING FESTIVALS
I have met and discussed with Fire Marshal Ward the proposed fencing of the 300 to 400
block of S. Barton Street during the festivals. My concern is for access to the back of the
buildings on Main Street and for the front access to buildings on Barton Street. To make
this functional for emergency personnel and equipment once the security fence is in place
would be as followed;
1. No parking of vehicles or equipment on Barton Street between the 300 and 400
block of S. Barton.
2. Only delivery vehicles will be allowed to enter the fenced area of S. Barton Street to
make deliveries only and must leave immediately after deliveries.
3. No vendors or displays on S. Barton Street in fenced area.
4. Business owners cannot park in fenced area of S. Barton Street.
5. No blocking of access gates into fenced area.
All of the above items are for the purpose of providing a safe and secure access to buildings
and patrons.

Select personnel have reviewed the proposal to include Barton Street within the
festival footprint. If Barton Street is included within the festival footprint, the only
recommendation not currently addressed is to close Barton Street from Weems
Alley south up to and including the intersection of West Franklin Street. It is our
belief that partially closing Barton Street would create traffic congestion and
place pedestrians at an unnecessary risk.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS ENDORSING THE INCLUSION OF
BARTON STREET FROM WEST TEXAS STREET (WEEMS
ALLEY) TO WEST FRANKLIN STREET OR ANY PART
THEREOF DURING MAIN STREET DAYS AND/OR
GRAPEFEST AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the Grapevine City Council believes festivals play an important part
in maintaining the City's heritage and sense of community; and
WHEREAS, the proceeds of the festivals contribute to the preservation of the
City's heritage; and
WHEREAS, the City Manager and the Convention & Visitors Bureau Executive
Director have recommended that the City Council vote to allow inclusion of all or part of
Barton Street from West Texas Street (Weems Alley) to West Franklin Street; and
WHEREAS, such inclusion would allow for the expansion of the festival footprint,
allow for Barton Street merchants to be a part of the festival and encourage festival
patrons to visit their shops; and
WHEREAS, such extension allows for the expansion of festival support services
within the festival footprint; and
WHEREAS, such extension would allow for handicap parking within the festival
footprint; and
WHEREAS, there will be no vehicular parking or traffic on this portion of Barton
Street during festival hours; and no booths, displays or exhibits placed in the middle of
the roadway; so as not to impede festival flow or emergency vehicle access.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the preamble are true and correct and
incorporated herein as if copied in their entirety.
Section 2. That Barton Street from West Texas Street (Weems Alley) to West
Franklin Street or any part thereof be enclosed within the festival grounds for either
Main Street Days and/or GrapeFest.
Section 3. That this resolution is effective from and after the date of its passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 19th day of August, 2003.
