HomeMy WebLinkAboutItem 09 - Traffic Signal ImprovementsIT -No .�..._,� MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER AN MEETING DATE: AUGUST 19, 2003 SUBJECT: ADVANCE FUNDING TXDOT FOR THE PROJECT RECOMMENDATION: AGREEMENT AMENDMENT WITH TRAFFIC SIGNAL IMPROVEMENTS City Council consider a resolution approving the Advance Funding Agreement amendment with TXDOT to increase the total funding for this project by $92,600.00 from $463,000.00 to $555,600.00 for the Traffic Signal Improvements project, authorizing the City's share in the increase in the amount of $16,406.00, and take any necessary action. FUNDING SOURCE: Funds are currently available in 1996 General Obligation Bonds, Account Number 178- 78368-009. BACKGROUND: The Traffic Signal Improvements project involves designing and installing a state-of-the- art communication system to communicate with all traffic signals in the City (including state owned signals). The project also involves installing all the hardware and software necessary to manage and control the signals from a central location. In addition, new signal timings will be developed for all signals to improve signal synchronization. The project is expected to reduce congestion along critical corridors and improve travel times. In addition, response time to signal malfunctions will also improve. The project is funded in large part by a Congestion Mitigation and Air Quality (CMAQ) federal grant. The total funding for the project as per the current funding agreement is $463,000. Staff was able to obtain additional funding for traffic signal cabinet and vehicle detector upgrades. These upgrades will allow Staff to collect traffic volume data on a real-time basis on key arterials. Traffic volumes can then be used to update signal timings on a regular basis. The City Council approved the Advanced Funding Agreement (AFA) for this project on October 16, 2001. August 13, 2003 (8:37AM) The proposed amendment to the AFA provides for additional funding of $92,600. The following is the current and proposed funding breakdown. The proposed funding increases the City's participation by $16,406.00, the State's participation by $13,686.00, and the Federal participation by $62,508.00. A Master Agreement, adopted by the City (by resolution) and the State in November 2000, establishes general terms and conditions for transportation projects of this nature. The AFA and the proposed amendment formally establish the funding participation level and scope for this specific project. Once the City Council passes a resolution approving the AFA amendment, TXDOT will authorize the City to proceed with the project. Staff recommends approval. WITNESSETH WHEREAS, the State and the Local Government executed a contract on 19th of November 2002 to effectuate their agreement to examine rail service in a number of corridors as part of a balanced transportation system that will, in conjunction with other transportation and land use strategies, maintain and enhance the quality of life in the region.; and, WHEREAS, it has become necessary to amend that contract; NOW THEREFORE, in consideration of the premises and of the mutual covenants and agreements of the parties hereto, the State and the Local Government do agree as follows: Ryel��� Article 1. Description of Amended Items The addition of CSJ 0902-48-560 to the project to increase the total project cost to $555,600. CSJ: 0902-48-560 is for off -system signal improvements and 0902-48-480 is for on -system signal improvements. WHEREAS, a Master Agreement between the City of Grapevine and the State was adopted by Resolution No. 2000-60 on November 21, 2000 and the agreement states the general terms and conditions for transportation projects developed through this Advance Funding Agreement; and WHEREAS, the Texas Transportation Commission passed Minute Order 107737 that provides for the development of, and funding for the Traffic Signal Improvements project in the City of Grapevine; and WHEREAS, the Grapevine City Council strongly supports the efforts of the Metropolitan Planning Organization and Texas Department of Transportation in developing a system of highways in cooperation with local governments. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the preamble of this resolution are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine approves entering into this Advance Funding Agreement amendment for development of the Traffic Signal Improvements project within the City of Grapevine. Section 3. That this resolution shall become effective from and after the date of its passage.
