MEMORANDUM
August 3, 2000
TO: Lin f, Grapevine City Secretary
FROM: Monica Broadhurst, Metroport Teen Court Coordinator
SUBJECT: Interlocal Agreement for funding of the Teen Court Program
On October 1, 1996, the Cities of Southlake, Colleyville, and Grapevine; Town of Trophy Club; the
Carroll Independent School District; and the Grapevine/Colleyville Independent School District entered
into an agreement to create the METROPORT Teen Court program. This joint venture creates the
process through which juvenile misdemeanor offenders are offered an alternative to the criminal justice
system. This alternative allows the teen defendants the opportunity to assume responsibility for their
actions by involvement in the judicial process and community service in order that their offenses will not
be recorded.
The 2000-01 Interlocal Agreement, (attachment) outlines the METROPORT Teen Court Program. This
agreement also outlines the development of the METROPORT Teen Court Advisory Board, the
METROPORT Teen Court Budget Advisory Committee, and the roles and responsibilities of each of
their members. The accord also authorizes the City of Southlake to employ a full-time Teen Court
Coordinator, provide office space for him/her and collect revenues from the other participating Cities and
School Districts in order to maintain the program.
Please place this agreement on the Council Meeting Agenda for authorization. I realize each entity and
school district have a different budget calendar so please contact me to let me know when this will be
placed on your entities agenda. After the City Secretary, Mayor, and City Attorney have signed the
document please return it to me at 667 North Carroll Ave. Southlake, TX 76092. Please call me at
817-481-5581 ext. 840 with any questions or concerns.

an alternative to the criminal justice system while allowing them also to assume responsibility for
their own actions by involvement in the judicial process and community services in order that their

community for constructive punishment will provide the youths with an understanding of the
judicial system and a realization of their roles in the community.

Southlake for the performance of services contemplated under this Agreement. Each participating
city and school district shall make this payment from current revenues available to the city or
school district.
