SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF A
FLOATING DOCK
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of a floating dock from
EZ Docks of Texas, LP.
FUNDING SOURCE:
Funding for this purchase will be available in account 174-74015-312-077 in the amount
not to exceed $38,368.56.
BACKGROUND:
This purchase adds a combination standard and ADA accessible kayak dock to
Meadowmere Park. This is a much needed improved dock system that will be used in
conjunction with the replacement rental building that was approved by Council earlier this
year. The dock is an enhanced functional amenity that will accommodate the large number
of water & paddle sport enthusiasts expected to return to Meadowmere once restoration
of the park is complete. The previous dock was damaged during the flood, was a standard
dock and did not meet the accessibility standards needed. Prior to the flood events,
participation in paddle sports at Meadowmere Park was seeing a sharp increase and we
expect that trend to continue and be exceeded with the restored and improved park
amenities in general and particularly with water sports. This accessible kayak dock will
expand programming opportunities for all patrons.
Purchases will be made in accordance with an existing Cooperative Agreement with the
National Joint Powers Alliance (NJPA) as allowed by Texas Local Government Code,
Section 271.081, 082 and 083.
Bids were taken by the cooperative and a contract was awarded to EZ Docks of Texas,
LP. The Parks & Recreation Department staff and Purchasing reviewed the contract for
departmental specification compliance and pricing and determined that the contract would
provide the best product and pricing for meeting the needs of the City.
Staff recommends approval.
RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE A
FLOATING DOCK THROUGH AN ESTABLISHED
INTERLOCAL PARTICIPATION AGREEMENT AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.101
to enter into joint contracts and agreements for the performance of governmental
functions and services to enter into a cooperative purchasing program agreement with
other qualified entities; and
WHEREAS, the National Joint Powers Alliance (NJPA) is a qualified purchasing
cooperative program as authorized by the Interlocal Cooperation Act Texas Government
Code, Chapter 791 and Texas Local Government Code, Sections 271.081, 082 and 083;
and
WHEREAS, the City of Grapevine, Texas has established an Agreement for
Cooperative Purchasing with the National Joint Powers Alliance (NJPA) and wishes to
utilize contracts meeting all State of Texas bidding requirements; and
WHEREAS, the National Joint Powers Alliance (NJPA), has an established
contract no. 022113-LTS, Playground and Recreation Related Equipment, Accessories
and Supplies with EZ Docks of Texas, LP; and
WHEREAS, the City of Grapevine, Texas has a need to add a floating dock at
Meadowmere Park; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
Resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the
purchase a floating dock from EZ Docks of Texas, LP through a cooperative purchasing
program agreement with National Joint Powers Alliance (NJPA) for an amount not to
exceed $38,368.56.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of said floating dock.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 6th day of September, 2016.
