HomeMy WebLinkAboutItem 18 - Ballistic Vests and Mobile Tactic EquipmentMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER W�- MEETING DATE: SEPTEMBER 6, 2016 SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF BALLISTIC VESTS AND MOBILE TACTICAL EQUIPMENT AND ADOPT APPROPRIATION ORDINANCE RECOMMENDATION: City Council to consider approval of a resolution for the purchase of law enforcement rifle rated ballistic vests and mobile tactical equipment from Red the Uniform Tailor. FUNDING SOURCE: Funding for this purchase is provided from FY2016 budget savings, and approval of the attached appropriation ordinance will make these fund available in the FY2017 budget in account 100-42220-209-1 (Clothing Supplies) for the estimated amount of $97,005.92. BACKGROUND: The 88 rifle -rated, ballistic vests will supplement the current equipment issued to individual officers and it is intended to provide additional lifesaving protection against the threat of high powered weapons. Current ballistic vests worn by Grapevine Police Officers, as well as officers throughout the United States, are constructed of lighter materials enabling them to be worn an entire shift. However, this construction results in limited ballistic protection/handgun rounds. The 88 mobile tactical equipment units are intended for the storage and daily transport of the approximate 15 Ib. rifle rated ballistic vest, as well as individual ballistic helmets and other high risk situational equipment from the police facility to their patrol vehicle. Purchases will be made as required and in accordance with an Interlocal Cooperative Purchasing Agreement with Frisco as allowed by the Interlocal Cooperation Act, Texas Government Code, Chapter 791 and Texas Local Government Code, Section 271.101 and 271.102 and satisfies all bidding requirements. Council approved the agreement with Frisco on August 20, 2013, with four one-year renewal options. The third year renewal option was enacted on August 7, 2016 and runs through August 6, 2017. The Police Department staff reviewed the contract for specification compliance and pricing and determined that the contract would provide the best product and pricing for meeting the needs of the City. Staff recommends approval. ES RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AUTHORIZING THE CITY MANAGER OR CITY MANAGER'S DESIGNEE TO PURCHASE LAW ENFORCEMENT RIFLE RATED BALLISTIC VESTS AND MOBILE TACTICAL EQUIPMENT UNITS FOR SWORN POLICE PERSONNEL THROUGH AN EXISTING INTERLOCAL PARTICIPATION AGREEMENT PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a cooperative purchasing program agreement with other qualified entities in the State of Texas; and WHEREAS, the City of Frisco Cooperative is a qualified purchasing cooperative program as authorized by Section 271.101 and 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas has established an Interlocal Participation Agreement the City of Frisco Cooperative and wishes to utilize established contracts meeting all State of Texas bidding requirements; and WHEREAS, the City of Frisco Cooperative has an established RFB No. 1306- 061, law enforcement rifle rated ballistic vests and mobile tactical equipment units, with Red the Uniform Tailor Company; and WHEREAS, the City of Grapevine has a need to purchase additional law enforcement rifle rated ballistic vests and mobile tactical equipment units; and WHEREAS, all constitutional and statutory prerequisites for the approval of this Resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this resolution to be in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council of the City of Grapevine of the City of Grapevine authorizes the purchase of law enforcement rifle rated ballistic vests and mobile tactical equipment units from Red the Uniform Tailor Company through an Interlocal Participation Agreement with the City of Frisco Cooperative for an amount estimated at $97,005.92. Section 3. That the City Manager or his designee is authorized to take all steps necessary to consummate the purchase of said pavilions. Section 4. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS; APPROPRIATING $97,006 FROM THE GENERAL FUND FISCAL YEAR 2017 UNAPPROPRIATED FUND BALANCE; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine desires to purchase law enforcement rifle rated ballistic vests and mobile tactical equipment units; and WHEREAS, the funding for this purchase will be accomplished by an appropriation from the General Fund unappropriated fund balance; and WHEREAS, approval of this ordinance will make these funds available in the Fiscal Year 2017 Police Department budget in account 100-42220-209-1 (Clothing Supplies) in the amount of $97,006; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act; and. WHEREAS, the City Council deems the adoption of this ordinance is in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated herein above are true and correct and are incorporated herein by reference, as if copied in their entirety. Section 2. That the City Council hereby appropriates the funding. Section 3. That the City Council hereby authorizes an amount of $97,006 to be appropriated; and Section 4. That this ordinance shall take effect immediately upon passage by the City Council of the City of Grapevine, Texas.
