REQUESTED ZONE CHANGE/CONDITIONAL USE AND COMMENTS: The applicant is requesting to rezone a 28.814 acre site from "PCD" Planned Commerce Development District to "LI" Light Industrial District and a conditional use permit for freight forwarding in conjunction with a warehouse facility. The applicant is requesting to rezone a 28.814 acre site from "PCD" Planned Commerce Development District to "LI" Light Industrial District for the purpose of developing a warehouse and freight forwarding facility. The applicant is proposing to locate three, two- story buildings on the site for a total of 354,750 square feet of warehouse and freight forwarding space. Each building will have loading dock doors on two sides. The subject property and the property to the north, west and south were rezoned in the 1984 City Rezoning from "L-1" Limited Industrial District to "PCD" Planned Commerce Development District. The property to the east was rezoned from 1-1" Light Industrial District to "CC" Community Commercial District at the time. The subject site and the property to the south have remained undeveloped. The property to the west was acquired by the Dallas/Fort Worth International Airport. In 1998, the property to the north was rezoned from "PCD" Planned Commerce Development District to "Ll" Light Industrial District (Z98-10, Ord. No. 98-56) and a conditional use permit for a freight forwarding facility was approved on May 5, 1998 (CU98- 22, Ord. No. 98-57). Conditional Use Permit application C000-36, approved on July 18, 2000, increased the amount of space devoted to freight forwarding uses from 426,600 square feet to 788,960 square feet. SURROUNDING ZONING AND EXISTING LAND USE: NORTH: "LI", Light Industrial District — Seefried Warehouse and Freight Forwarding facilities. The subject tract is located within "Zone B" Middle Zone of Effect as defined on the "Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. In "Zone B" the following uses may be considered only if sound treatment is included in building design: multifamily apartments, motels, office buildings, movie theaters, restaurants, personal and business services. Single family residential and sound sensitive uses such as schools and churches should avoid this zone. Green Development Corp. intends to build a three building complex, consisting of approximately 354,000 square feet of office and warehouse space, to be known as the JAG Trade Park West. The facility will be constructed on approximately 28 acres of land at the northwest corner of Minter's Chapel Road and Hanover Drive, and is intended for use by tenants in the air cargo and freight forwarding business. At this time, J.A. Green Development Corp., as a purchaser, has entered into a contract of sale for the acquisition of such land but not yet closed title. The proposed buildings will be similar in structure and integrity to the existing facilities built by J.A. Green at Port America Place and East Northwest Highway. In order to serve clients more effectively, the proposed buildings will feature cross -docking capacity, 30 foot high ceilings, 95 foot wide column spans, and mezzanine offices. Our intent is to develop the entire proposed site at once. We anticipate that the first of the three buildings (designated as 14 on our proposed plan) will be completed within approximately ten months after construction has commenced and that buildings 15 and 16 will be completed two and four months later, respectively. As a result of the increasingly large trucks being used in the freight industry, the proposed development will offer substantial space between buildings. The distances between buildings will range from 200 to 250 feet, depending on location. Additional truck parking will be made available to clients at the rear (ie., the northern part) of the complex, behind a landscaped island. The proposed development will feature a limestone facade highlighted by accent strips. Each building will be painted a different accent color in order to be more easily identified by truck as well as other vehicular traffic. The lower portion of the building elevation will be painted with a gray textured coating, thus creating a more consistent appearance. F_ AUG 0 4 2000 The City of Grapevine Page —2 — August 2, 2000 Another noticeably attractive feature will be the enhanced entrances throughout the complex. The corners of each building will be recessed with an aluminum structure suspended overhead. The paved areas in front of the entrances will be decorated with colored bricks and additional landscaped plantings. Similar entrances will appear throughout the buildings to accommodate multiple tenants in each building. Special attention has been paid to the landscaped areas along Minter's Chapel Road and Hanover Drive. The frontage areas will be densely landscaped with trees, shrubs and seasonal flowers. All tenant signs at the proposed development will be consistent in form and color. The signs will be comprised of individual lettering, placed on the face of the building above each tenant's main entrance. The size, color and shape of the signs will be consistent throughout the development. The marketing of the space at the JAG Trade Park West will be aimed at freight forwarders, truckers and other companies affiliated with the air cargo industry. The proposed site's proximity to the D/FW Airport, as well as the design of the facility, will undoubtedly make the development highly attractive to such users. The tenants intended for this facility are generally considered "clean users" and would not represent a potentially significant environmental risk. The proposed site is bordered to the west by vacant land owned by D/FW Airport and to the north by The Northfield Distribution Center center. The proposed development will provide openings for employees in new jobs created by the strong local economy and the continued growth of D/FW Airport. We estimate that the 354,000 square foot facility will, when complete, house tenants employing approximately 450 people. These new jobs will include unskilled labor, semi -skilled labor, clerical and managerial levels of employment. The direct impact of these new employees in Grapevine would be a welcome one as they will undoubtedly frequent local stores, shops and restaurants. The property tax which will be generated by the proposed development, when completed, is estimated to be $275,000 per annum. To date, J.A. Green Development Corp. has never requested or received a tax abatement from the City of Grapevine or the State of Texas. Recently, many new warehouses have been developed in neighboring cities. The loss of these companies by Grapevine would have a substantial negative impact on the future growth of Grapevine. This ordinance shall be cumulative of all other ordinances of the City of Grapevine, Texas affecting zoning and shall not repeal any of the provisions of said ordinances except in those instances where provisions of those ordinances are in direct conflict with the provisions of this ordinance. effect on the promotion of health and the general welfare; effect on light and air; the effect on the overcrowding of the land; the effect on the concentration of population; the effect on the transportation, water, sewerage, schools, parks and other facilities; and WHEREAS, the City Council of the City of Grapevine, Texas, at a public hearing called by the City Council of the City of Grapevine, Texas, did consider the following factors in making a determination as to whether this requested conditional use permit should be granted or denied; effect on the congestion of the streets, the fire hazards, panics and other dangers possibly present in the securing of safety from same, the effect on the promotion of health and the general welfare, effect on adequate light and air, the effect on the overcrowding of the land, the effect on the concentration of population, the effect on the transportation, water, sewerage, schools, parks and other public facilities; and WHEREAS, all of the requirements of Section 48 of Ordinance No. 82-73 have been satisfied by the submission of evidence at a public hearing; and WHEREAS, the City Council further considered among other things the character of the existing zoning district and its peculiar suitability for particular uses and with the view to conserve the value of buildings and encourage the most appropriate use of land throughout this City; and WHEREAS, the City Council of the City of Grapevine, Texas, does find that there is a public necessity for the granting of this conditional use permit, that the public demands it, that the public interest clearly requires the amendment, that the zoning changes do not unreasonably invade the rights of those who bought or improved property with reference to the classification which existed at the time their original investment was made;
