REFURBISHMENT OF AERIAL FIRE APPARATUS
City Council to consider a resolution to declare Emergency Vehicles of Texas a sole source
provider for the refurbishment of an aerial fire apparatus, approve a contract with
Emergency Vehicles of Texas for the refurbishment of said equipment at a cost of
$186,555.00, authorize staff to execute said contract, and take any necessary action.
FUNDING SOURCE:
The refurbishment of this equipment will be paid for over a term of five years. The first
year's payment will be made from funds available in account number 325-48910-000000-
03 (Lease Fund/Equipment Note/Motor Vehicles). All future payments will be made from
funds available in the Lease fund.
BACKGROUND INFORMATION:
This refurbishment will be made as a sole source in accordance with local Government
Code Chapter 252, Subchapter B, Section 252.022 (A).
This aerial device was purchased in January of 1987. Fire department personnel have
recently experienced long delays while setting up due to the nature of the hydraulic
system. The safety interlock system often will not allow the ladder to rise, which causes
the firefighters loss of valuable time. Essentially, the system needs to be updated to an
electric system instead of a hydraulic system in order to reduce setup times and to be more
reliable. The hydraulic interlock system is not in compliance with the current National Fire
Protection Agency (NFPA) Regulation 1901. All components of the hydraulic system will
be replaced as part of this refurbishment and it will be in compliance with Regulation 1901.
The cab on this truck is the open style and also needs to be upgraded to the current NFPA
Regulation 1901 that requires an enclosed cab for the safety of the firefighters. The aerial
ladder is twisted slightly and will need to be removed and re -aligned in order for the truck
to pass any future NFPA 1914 Regulation inspections. The drive train was rebuilt in the
last two years, so the chassis will not need any attention.

The original manufacturer of the fire apparatus was E -One of Ocala, Florida, and
Emergency Vehicles of Texas is the original manufacturer's representative for this region
which is the reason they were chosen to complete the refurbishment. Emergency Vehicles
of Texas was selected because, as a representative of the original manufacturer, they
have the manufacturing ability and experience to refurbish this piece of equipment in
accordance with the Department of Transportation safety standards.

Delivery will be F.O.B. CITY OF GRAPEVINE and will be made approximately 120
calendar days after receipt of the unit at E -ONE, based on when E -ONE calls for the
unit.
Terms of payment are NET ON DELIVERY, unless otherwise stated.
This proposal shall expire unless accepted within 30 days after the date first set above.
This expiration date may be extended, in writing, at the discretion of the Company.

BID SPECIFICATIONS
FOR
RECYCLE OF 1986 E -ONE 95' PLATFORM
FLEET SERVICES - CITY OF GRAPEVINE, TEXAS

I. SPECIFICATIONS
A check (__) indicates bidder compliance. Any variation from the line item shall be written
on these specifications by the bidder.
A. NUMBER OF UNITS REQUIRED: ONE (1) 95' Aerial Platform truck recycle.
All work is to be furnished by the original Manufacturer of the 95' Aerial platform
truck. E -One Manufacturing Company in Ocala, Florida.
® Upgrade the aerial ladder jack system. The jacklegs will be disassembled and removed
from the chassis for inspection and evaluation.
® All of the jack leg cylinders will be removed and replaced with the new current
production cylinders.
• The new cylinders will be installed with the new style greaseable pivot pins.
• The existing manual hydraulic jack control valves shall be removed and replaced with
the new electric over hydraulic style deployment system that meets the new NFPA
aerial design regulations. New Nylatron and bronze pads will be installed in each jack
leg assembly. The new jack system will allow for the individual operation of each
jackleg for deployment. The control of each jackleg will be done through an electric
switch mounted at the rear of the vehicle and will allow the operator to have a clear
view of the jackleg being deployed.
j Upgrade the Aerial Ladder and the hydraulic system for the Aerial Ladder. The existing
chassis hydraulic system will be removed and a new system, with electrical harnesses,
valves, which will be inspected and replaced as needed to be installed to upgrade the
chassis system to the new electrical over hydraulic controls.
• The hydraulic system will be drained and thoroughly flushed. New hydraulic fluid and
filters will be installed.
• Upon completion of installing all required components for the new jack deployment
system the jacklegs will be reassembled and reinstalled onto the chassis.
• Upon reassemble and upgrade of the jack deployment system the unit will be third party
tested and certified.
• The aerial device will be removed from the chassis. It will be removed from the
turntable up as one assembly.
• The aerial device (Ladder) will be completely disassembled for inspection and
evaluation including the platform.
• Upon disassembly all aerial sections will be thoroughly inspected, evaluated and minor
repairs made as required. Should major repair or replacement of an aerial section be
required Fleet Services will be notified of any additional cost prior to additional repair
or replacement of the aerial section.
• After completion of the inspection, evaluation and repair of the aerial sections, they will
be acid washed, detailed, re -swirled and readied for assembly.
• All aerial hydraulic cylinders will be removed, and replaced with new cylinders painted
prior to installation.
• The control console located at the turntable will be removed and replaced with a new
console including current production style control valves. These valves will have
manual overrides located at the ladder base.
• All hydraulic -lines and hoses located on the base section and turntable will be removed
and replaced with new.
• The hydraulic pump and control system will be inspected and repaired if required.
Should replacement of one of the components be required Fleet Services will be
notified of any additional cost prior to replacement.
• The waterway will be removed, inspected, and resealed. Should replacement of a
waterway section be required, Fleet Services will be notified of the additional cost prior

to replacement.
• The monitor system will be checked for proper operation and repaired as required,
Should replacement of an electrical or hydraulic motor be required, the Fleet
Department will be notified of any additional cost prior to replacement.
The rotation bearing and gears will be inspected, lubricated, and adjusted as required.
Should replacement of either item become required Fleet Services will be notified of
the additional cost prior to replacement.
• The base section aerial mounting weldments and turntable will be inspected, cleaned
and the turntable repainted prior to reinstalling the aerial device.
a All hydraulic fluid and filters will be replaced with new.
The aerial device will be reassembled and reinstalled onto the chassis. Eight heat
sensor strips will be applied as required by NFPA,
Upon reinstallation of the aerial device onto the chassis and proper adjustments it will
be third party tested and certified to the standard that was in effect at the time the unit
was originally manufactured.
The water pump shall be given a minor rebuild to include, disassembly, new seals, new
gaskets and inspected with a performance test.
Upgrade the cab to an enclosed cab with 4 doors that meets current NFPA safety
regulations.
• The cab will be completely disassembled and additional reinforcements shall be added
for roll over protection. NOTE: reinforcements already exist in the front of the cab.)
The rear area that is open will be enclosed and 2 doors added for the rear Fire Fighter
safety.
• The cab will be insulated and the trim will be replaced to match the existing trim. The
cab will then be completely striped to the bare aluminum and repainted with Sikkens
Urethane paint and primer to match body. Upgrade the cab to an air-conditioned cab.
The open type existing cab does not have air conditioning. When the Cab is enclosed
the cab will then be required to be Air conditioned for operators comfort in both the front
and rear areas. The front upholstery will be replaced in order for the front and rear to
match.
• Transportation of the truck to and from Ocala Florida, the location of E -One Fire
Apparatus Inc. The City agrees that the truck will be driven by Emergency One designated
drivers and not transported by trailer.
e Upgrade the water holding tank from 200 gallons to 300 gallon capacity if possible.
(NOTE: This upgrade cannot be accomplished due to weight ratings of the axles.)
e Summary: The truck will be out of service approximately 120 days after receipt a
E -ONE as determined by E -ONE. (NOTE: Unit shall not be shipped to E -ONE until
notified by E -ONE or EVOT The truck will have an estimated life span extension of 8 to
10 years and a full year of warranty on all work performed during the refurbishing to
include parts and labor.
0 INSPECTION TRIP: The City of Grapevine would require a pre -delivery inspection
trip for 2 employees to Ocala Florida including all expenses for 2 days.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE REFURBISHMENT OF AN
AERIAL FIRE APPARATUS BY EMERGENCY VEHICLES OF
TEXAS; DETERMINING THAT THE REFURBISHMENT IS
AVAILABLE FROM ONLY ONE SOURCE; AUTHORIZING
THE CITY MANAGER TO EXECUTE SAID CONTRACTS AND
DOCUMENTS AND PROVIDING AN EFFECTIVE DATE
WHEREAS, Emergency Vehicles of Texas is the sole source provider for the
refurbishment of an Aerial Fire apparatus currently owned by the City of Grapevine; and
WHEREAS, City of Grapevine Staff have been unable to locate anyone except
Emergency Vehicles of Texas to perform the refurbishment of said equipment; and
WHEREAS, the staff has deemed it necessary that said Aerial Fire apparatus
requires refurbishment in order to protect the citizens and visitors of the City of
Grapevine.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the staff to
enter into a contract with Emergency Vehicles of Texas for the refurbishment of an aerial
fire apparatus in the amount of $186,555.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the contract for repairs of the authorized equipment provided
in Section 2.
Section 4. That this resolution shall take effect from and after the date of its
passage.
