1. Mr. Shea Kirkman, the applicant, is platting this 50.111 acre site for
commercial development. This property is located east of the State Highway
121 frontage road and west of Stone Myers Parkway between DFW Airport
property and Prospect Parkway.
2. The site is currently undeveloped.
II. STREET SYSTEM:
1. This site has access to State Highway 121, future extensions of Stone Myers
Parkway and Prospect Parkway (Old Arlington -Grapevine Road).
2. The City with the Developer participation will construct a segment of future
Stone Myers Parkway, a Type "E" Collector on the Thoroughfare Plan and
all of Prospect Parkway.
III. STORM DRAINAGE SYSTEM:
1. A 70 -foot drainage easement runs through the 50.111 acres site ultimately
in a north to south direction. There are two box culverts that run under the
frontage road of State Highway 121 and stop at the 70 -foot drainage
easement on the property.
2. Another creek enters on the northeast corner of this property and crosses
future Stone Myers Parkway. The Developer must size and construct
improvements to contain 100 year fully developed flows.
3. This site drains in a southeasterly direction toward the future Prospect
Parkway and Stone Myers Parkway intersection.
4. The developer will be required to design for on site and off site drainage in
accordance with the City of Grapevine Code of Ordinances.
IV. WATER SYSTEM:
1. There is an existing 12 inch water line located approximately 1,525 feet south
of the site near the Stone Myers Parkway and State Highway 121 frontage
road intersection.

2. The developer is proposing to extend a 10 inch water line within State
Highway 121 frontage road right-of-way across the property to the north
corner and extend a 12 inch water line in the Stone Myers Parkway
alignment to cross the rear of the tract to provide a looped system.
3. The developer will be required to construct a public water distribution system
necessary to meet domestic and fire protection needs of this development.
4. The extension of the 12—inch and 10 -inch water distribution system to the
site is adequate to serve the domestic and fire protection needs of this site
and future surrounding developments.
V. SANITARY SEWER SYSTEM:
There is an existing 20 -inch sewer main that flows north to south and follows
the existing Arlington -Grapevine Road on the east (future Stone Myers
Parkway) and south (future Prospect Parkway) border of the property.
2. The existing sanitary sewer collection system is adequate to serve the needs
of this site and future surrounding developments.
VI. MISCELLANEOUS:
Water and Wastewater Impact Fees are due prior to the release of Building
Permits. The current fee is $266,016.09 ($5,402.00 per acre x 49.244
acres).
2. The developer will be responsible for escrowing fees for Stone Myers
Parkway and Prospect Parkway. The fees are due prior to the release of
Building Permits.
VII. STATEMENT OF FINDINGS:
A. The City has determined that the right-of-way required to be dedicated for
streets, utilities, drainage and other municipal needs and services are
consistent with the City's ordinances and master plan, are reasonable and
are connected to the proposed project in the following manner:

1 The utility easements dedicated by this plat are necessary to provide
for public and franchised utility service to this and surrounding
developments.
2. The drainage easements dedicated by this plat are necessary to
provide for the conveyance of storm water run-off.
3. The right-of-way dedicated by this plat is necessary to provide for the
development of the surrounding transportation system.

B. The City further finds that the required dedication is related both in nature and
extent to the impact of the proposed development as follows:
1. The utility easements dedicated by this plat will allow for public and
franchise utilities to serve this development and surrounding sites.
2. The drainage easements dedicated by this plat will allow for the
conveyance of storm water run-off.
3. The right-of-way dedicated by this plat will allow for the development
of the surrounding transportation system.
4. All of the dedications benefit the development to at least the extent of
the impact of such on the development.
VIII. RECOMMENDATION:
1. The members of the City Council and The Planning & Zoning Commission
consider the following motion:
"Move that the City Council (Planning and Zoning Commission) approve the
Statement of Findings and the Final Plat Application of Lot 1, Block 1, Vette
Addition."
