LOTS 1 -7, BLOCK 1, LOOPER-FRANK ADDITION
I. GENERAL:
1. Mr. Michael Looper and Mr. Rondy Frank, the applicants, are platting this
1.474 acre site for the proposed development of a single-family residential
subdivision. This property is located at the northwest corner of the
intersection of Kimball Road and Red Bird Lane.
2. The property is currently undeveloped land.
II. STREET SYSTEM:
1. Lots 1-3, have access to Red Bird Lane via Dove Pond Drive and Lots 4-7,
have access to Kimball Road, a Type "F" Collector Street on the
Thoroughfare Plan.
III. STORM DRAINAGE SYSTEM:
1. The property has drainage which flows north towards Dove Pond Road.
2. The on-site and off-site storm drainage systems must be designed in
accordance with the requirements of the City of Grapevine's Code of
Ordinances.
IV. WATER SYSTEM:
1. There is an existing 2 -inch water line located within the right-of-way of Dove
Pond Drive and an 8 -inch water line located within the right -of way of Kimball
Road.
2. A new 6 -inch water line with a fire hydrant will be constructed along Dove
Pond Road to replace the existing 2 -inch line to provide water service to the
new subdivision. The new 6 -inch waterline will tie-in to the existing water
system.
V. SANITARY SEWER SYSTEM:
1. There are existing 6 -inch sewer lines located within the right-of-way of
w Kimball Road, Red Bird Lane and Dove Pond Road.

2. The existing sanitary sewer collection system is adequate to serve the needs
of this and future surrounding developments.
VI. MISCELLANEOUS:
Water and Wastewater Impact Fees are due prior to the issuance of any
building permits. The current fee is $1,897 per lot.
2. The Open Space Fee required for this subdivision will be $8,022.00 (7 lots
x $1,146.00).
3. The Peripheral Street Fee for Kimball Road, a Type F collector street, is
$40,856.70 (270.61 L.F. x $150.98 per L.F.). The Peripheral Street Fee is
due prior to the final acceptance of the subdivision construction and/or
release of building permits.
VII. STATEMENT OF FINDINGS:
A. The City has determined that the right-of-way required to be dedicated for
streets, utilities, drainage and other municipal needs and services are
consistent with the City's ordinances and master plan, are reasonable and
are connected to the proposed project in the following manner:
1. The utility easements dedicated by this plat are necessary to provide
for public and franchised utility service to this and surrounding
developments.
2. The drainage easements dedicated by this plat are necessary to
provide for the conveyance of storm water run-off.
3. The right-of-way dedicated by this plat is necessary to provide for the
development of the surrounding transportation system.
B. The City further finds that the required dedication is related both in nature and
extent to the impact of the proposed development as follows:
The utility easements dedicated by this plat will allow for public and
franchise utilities to serve this development and surrounding sites.
2. The drainage easements dedicated by this plat will allow for the
conveyance of storm water run-off.
3. The right-of-way dedicated by this plat will allow for the development
of the surrounding transportation system.
4. All of the dedications benefit the development to at least the extent of
the impact of such on the development.
