SUBJECT: APPROVAL OF BID 52-2000, COMMUNICATIONS CONSOLE
SYSTEM
RECOMMENDATION:
City Council to consider approval of an award to Motorola, Inc. for a contract to install a
new communications console system in the Telecommunications Center at the Police
Facility. This award will be for a total amount of $343,881.00. The bid tabulation is
attached for review.
FUNDING SOURCE:
Funds are available in account 325-48860-00000003/Lease Fund/2000 Equipment

BACKGROUND:
Request for proposals for this procurement were sent to four prospective vendors in
accordance with Local Government Code, Section 252.021 (c).
Bids were received from one vendor. Staff contacted the non -responding vendors to find
out why they did not bid and were told that they felt they could not bid a system that
would provide all of the specifications requested in the proposal. Due to the type of
equipment being purchased there are few competitive vendors in the field.
The original proposal submitted by Motorola offered a system at a total cost of
$408,038.00. As allowed under Local Government Code, Section 252.042 (c) staff held
discussions and negotiated with Motorola in order to obtain their best and final offer.
The final offer was $343,881.00 resulting in savings of $ 64,157.00.
Notice of the bid was published in the Fort Worth Star Telegram and the Grapevine Sun
on April 27, 2000 and May 4, 2000. The bid was also advertised through the City
purchasing web site. Bid forms were available for download from the web site. A pre -
proposal conference was held on May 12, 2000 that answered questions related to the
bid. Two vendors attended the pre -proposal conference.

The Police and Fire Departments currently use Motorola radio consoles and a Motorola
radio system. The current consoles located in the Police Communications Center are
outdated. Motorola no longer makes some of the replacement parts for these consoles.
The new consoles are also required to support the new enhanced radio infrastructure
that is currently out for bid.
