Mr. Daniel Goodwin, the applicant, is platting this 9.217 acre site for the proposed development of a single-family residential subdivision. This property is located east of Heritage Avenue, west of Los Robles Drive, directly south of the Heatherwilde Addition and north of the Memorial Baptist Church Addition. 2. The property is currently undeveloped. 11. STREET SYSTEM: 1. Lot 1, Block 1 has access from Los Robles Drive. The final plat of Lot 2, Block 1 will dedicate 80 -feet of right-of-way to be used for the future expansion of Heritage Avenue. Vehicular access to Lot 2 will be provided via Heritage Avenue. 2. The existing and proposed street system is adequate for the access requirements to the property. III. STORM DRAINAGE SYSTEM: 1. The property drains to the south side of the property. 2. The on-site and off-site storm drainage systems must be designed in accordance with the requirements of the City of Grapevine's Code of Ordinances. IV. WATER SYSTEM: 1. There is an existing 2 -inch water line located within the right-of-way of Los Robles Drive. 2. There is a future 12 -inch water line planned within the Memorial Baptist Church Addition utility easement located approximately 25 feet to the south of the property. 3. The developer is planning to replace the existing 2 -inch water line with a 6 - inch water line and provide service to the property. The 6 -inch service line \\CHDN\SYS\DATA\P WORKS\AGENDA\ 11-21-00\Rockbridge_P.doc will connect to the future 12 -inch water line located on the Memorial Baptist Church property. 4. The existing water distribution system is adequate to serve the domestic and fire protection needs of this and future surrounding developments. V. SANITARY SEWER SYSTEM: 1. There is an existing 15 -inch sewer line located within the 12 -foot dedicated sanitary sewer easement, which runs across the property. 2. The existing sanitary sewer collection system is adequate to serve the needs of this and future surrounding developments. VI. MISCELLANEOUS: 1. Water and Wastewater Impact Fees are due prior to the issuance of any building permits. The current fee is $1,897 per lot. 2. The Open Space Fee required for this subdivision will be $1,614.00 (2 lots x $807.00 per lot). 3. Peripheral Street Fees for Heritage Avenue, a Type B, major arterial, is $81,718.19 (458.19 L.F. x $178.35 per L.F.). The Peripheral Street Fee is due prior to the final acceptance of the subdivision construction and/or release of building permits. VII. STATEMENT OF FINDINGS: A. The City has determined that the right-of-way required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: 1. The right-of-way dedicated by this plat is necessary to provide for the development of the surrounding transportation system. 2. The utility easements dedicated by this plat are necessary to provide for public and franchised utility service to this and surrounding developments. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: \\CHDN\SYS\DATA\PW0RKS\AGENDA\1 1-21-00\RockbridgeJ.doc 1 The right-of-way dedicated by this plat will allow for the development of the surrounding transportation system. 2. All of the dedications benefit the development to at least the extent of the impact of such on the development. VIII. RECOMMENDATION: 1. The members of the City Council and The Planning & Zoning Commission consider the following motion: "Move that the City Council (Planning and Zoning Commission) approve the Statement of Findings and the Preliminary Plat Application of Lots 1-2, Block 1, Rockbridge Addition."
