SUBJECT: GOLF COURSE COMPLIANCE MONITORING CONTRACT
RECOMMENDATION:
City Council to authorize the City Manager to execute a contract amendment with Freese
and Nichols, Inc. for Corps of Engineers permit compliance monitoring, boundary survey
modifications and offsite mitigation area delineation as required for the Cowboys Golf
Course project, in the amount of $51,820.
FUNDING SOURCE
Golf Course Capital Project funds are available in account number - 210-48850-341-2,
Improvements Other than Building in the amount of $1,147,003.
BACKGROUND:
As development of the Cowboys Golf Course has proceeded, the City has agreed to
accomplish certain activities relative to the Corps of Engineers permit for construction of
the golf course. The Corps of Engineers permit is issued to the City, which gives the City
the ultimate responsibility in ensuring EAGL meets compliance requirements. Specifically,
the City is required to file quarterly monitoring reports with the USACE to address the
heron rookery protection zone and planting of offsite mitigation area in the northwest area
of Lake Grapevine.
Expenses for the environmental monitoring will be reimbursed to the Lake Enterprise Fund
from the Cowboys Course when the golf course opens for play.
Staff recommends approval.

Re: Contract Modification for Year 2000 Additional Services for Cowboys Golf Club
Dear Mr. Gaither:
Per our recent conversation, I am enclosing two original contract change authorization forms
for your consideration. The services covered by this modification are described on the
enclosed forms and include items related to the extensive permit compliance monitoring and
coordination efforts with the Corps and Evergreen Alliance Golf Limited.
We estimate that this budget will carry us through the end of this year. I will provide a year
2001 budget to you at a later date to cover projected fees for ongoing permit compliance
items next year. Expenditures in year 2001 will relate to monitoring of mitigation planting
and permit compliance monitoring and reporting.
Thank you for the continuing opportunity to serve the city of Grapevine on this project. If
the services and fee presented on the enclosed change forms are acceptable, please sign both

Project Description: Cowboys Golf Club
Description of Services Added:
1. Conduct permit compliance monitoring through year 2000, including clearing area boundary GPS monitoring, heron
rookery protection zone monitoring, and consultation with the golf course developer, the USACE and other regulatory
agencies to address compliance issues and proposed golf course changes.
2. Modifications to boundary survey scope based on field meeting between the surveyor, EAGL, course architects and
the City.
3. Prepare scope of services for off-site mitigation contract bid package, including delineation of mitigation area
boundaries on USACE property.
Deliverables: Quarterly permit compliance monitoring reports for January, April, July, and October; scope of work
for off-site mitigation construction contract; and GPS coordinates for clearing boundaries and off-site mitigation tract
boundary.
Compensation adjustment for added items: 1. Monitoring $ 39,970.00
2. Boundary survey $ 2,920.00
3. Off-site mitigation $ 8,930.00
Existing Contract $ 61,710.00
Revised Total Contract $113,530.00
Schedule shall be adjusted as follows:
No schedule changes are proposed.
The above described services shat/ proceed upon return of this Contract Change Authorization. Services will
be billed as they are done. Aff other provisions, terms, and conditions of the agreement for services which are
not expressly amended shat/ remain in full force and effect.
