HomeMy WebLinkAboutItem 09 - Library FurnitureITW # MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGERPf/ MEETING DATE: DECEMBER 5, 2000 SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF LIBRARY FURNITURE THROUGH A FEDERAL CONTRACT ESTABLISHED BY THE GENERAL SERVICES ADMINISTRATION RECOMMENDATION: City Council to consider approval of a resolution to purchase library furniture as shown in attachment "A" through a Federal Contract established by the General Services Administration. The total cost of this purchase will not exceed $74,119.74. FUNDING SOURCE: Funding for this purchase is currently available in account: 177-42281-011-313 Capital Projects/Library/Minor Tools and Apparatus ....... $74,119.74 BACKGROUND: This procurement will be made in accordance with the Federal Streamlining Act of 1994, Public Law 103355, Section 1555 that authorizes State and Local governments to purchase from the GSA Federal Supply Schedules. A local government that purchases goods and services under this public law satisfies any State law relative to the competitive bidding statutes. This request is for the purchase of various types of library furniture as described in attachment "A". This furniture will be used for the Library expansion project. Staff received an original quotation of $87,676 from Bauhaus Interiors Group, a Knoll, Inc. representative, and a national supplier of furniture tailored to library requirements. After further discussions with Knoll, it was learned that a federal contract existed that would provide substantial savings over the original quotation. After consultation with the City Attorney it was determined that the City could make this purchase under the existing Federal Contract and thereby obtain savings of $13,556.27. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE MAYOR TO APPROVE THE PURCHASE OF VARIOUS TYPES OF LIBRARY FURNITURE THROUGH A FEDERAL CONTRACT ESTABLISHED BY THE GENERAL SERVICES ADMINISTRATION AND UNDER AUTHORITY OF THE FEDERAL STREAMLINING ACT OF 1994 AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Federal Acquisition Streamlining Act of 1994 to purchase items through established contracts of the General Services Administration; and WHEREAS, the General Services Administration is a qualified entity as authorized by the Federal Acquisition Streamlining Act of 1994, Public Law 103355, Section 1555; and WHEREAS, the City of Grapevine, Texas wishes to utilize the established contract meeting all State of Texas bidding requirements for all furniture listed in Exhibit "A". NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of the furniture listed in Exhibit "A" for a total cost not to exceed $74,119.74. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said furniture listed in Exhibit "A". Section 4. That this resolution shall become effective from and after the date of its passage.
