WOODS AND HERITAGE AVENUE (PHASE II) RECOMMENDATION: City Council consider awarding a construction contract to Durable Specialties, Inc., for the Heritage Avenue / Ira E. Woods signal modifications and improvements, in the amount of $93,700.00, authorize staff to execute said contract, and take any necessary action. The plat dedicated the necessary right-of-way for November 30, 2000 1:01 PM this street and the turn lanes at the intersection with Ira E. Woods Avenue (State Highway 0 26). Construction of several businesses began in October 1998. One requirement of the proposed development is that the developer dedicate the necessary right-of-way, pay all the engineering costs to prepare plans for the construction, and fund 1/3 of the cost to construct Phase I and 11 of the Heritage Avenue improvements across this tract. The property owners on the west side of Heritage Avenue have previously provided funds to the City for this project. This cost share arrangement is consistent with the City's current ordinances which also calls for the City to fund 1/3 of the cost of Thoroughfares adjacent to commercial property. Heritage Avenue is designated as a Type "B" Arterial on the Master Thoroughfare Plan (four - lane divided street within an 80' right-of-way). The start of the roadway improvement project (Phase 1) was held up by TxIDOT reviewers in order for this signal work (Phase 11) to be constructed at the same time as the paving project. The paving contractor, McClendon Construction Co., is ready to start construction once the signal contract is awarded and their efforts can be coordinated.
