SUBJECT: SURVEYING SERVICES CHANGE ORDER NUMBERS ONE,
TWO, THREE, FOUR, AND FIVE FOR THE HILTON FORCE
MAIN PROJECT
RECOMMENDATION:
City Council to consider Change Orders number 1, 2, 3, 4 and 5 to the Hilton Force Main
survey contract of Pacheco Koch Inc. in the amount of $8,000, $650, $1,450, $5,850
and $9,000 respectively and authorize the City Manager as signatory.

BACKGROUND:
Currently, sewage is conveyed from the northeast portion of Grapevine by the Hilton Lift
Station and force main which was constructed when the DFW Hilton Hotel developed 16
years ago. The Grapevine Utility Master Plan called for upgraded facilities when

additional development exceeded the capacity of the lift station. The development of
Olin' multifamily and commercial development in the area necessitates the initiation of this
project.
Although the lift station was upgraded recently, the force main needs to be enlarged.
Pacheco Koch Inc. was selected to provide the surveying services for the force main
design effort.
The following is a summary of the change order authorization request.
Change Order Number 1:
The original survey contract incorporated a fee of $500 for legal document preparation
by the surveyor for each easement. There were a total of 16 legal documents prepared
for a total of $8,000. The fee represents payments above the original contract amount.
Change Order Numbers 2 and 3:
The Fellowship Church was concerned about the odor generated by the Hilton Lift
Station and staff developed an odor control project that required the Church to dedicate
an additional easement around the periphery of the lift station. The survey and
document preparation fee was $650 and $1,450 respectively.
Change Order Number 4:
During the design phase the Fellowship Church platted the property that the lift station is
located on and requested that the pipeline be relocated to allow the Church to better
utilize their property. This request required a re -survey and the additional surveying fee
was $5,850. The Fellowship Church reimbursed the City of Grapevine this amount.
Change Order Number 5:
The current force main route is Bass Pro Dr. to State Highway 26 to Ruth Wall and
terminates at Boyd and Wildwood. This alignment was utilized for the design of the new
facility. The existing force main must be kept in service during construction so the new
force main must be in located in a new easement. Staff was unsuccessful in negotiating
a new easement on Ruth Wall St. necessitating a new alignment and redesign of that
section of the force main. The new alignment will follow State Highway 26 to Boyd and
north on Boyd to Wildwood. The re -survey fee is $9,000.
Staff recommends approval of change order number 1, 2, 3, 4, and 5 in the amount of
$8,000, $650, $1,450, $5,850 and $9,000 respectively for a total of $24,950.

LIFT STATION & FORCE MAIN REPLACEMENT PROJECTS

Dear Mr. Singleton:
As you are aware, the City of Grapevine has requested Pacheco Koch to provide
additional surveying services on the referenced project. We believe these services to
be outside the Scope of Work of our initial proposal dated September 29, 1998 and
letters of additional services dated October 8, 1999, December 30, 1999, January 17,
2000 and June 6, 2000. These services are as follows:
RUTH WALL FORCE MAIN REALIGNMENT _SURVEY., Pacheco Koch will
provide a topographic survey for the realignment of approximately 3,900 LF
of proposed force main. The force main realignment route, as described in
a November 30, 2000 phone conversation with the Jean Bartley (City of
Grapevine), will continue along S.H. 26 from Ruth Wall Road, then turn
north along Boyd Drive and terminate at the intersection of Boyd @
Wildwood Drive (See attached Exhibit ). The survey shall be performed as
per the original "Survey Scope of Services" for the Lift Stations & Force Main
Replacement Projects.
We propose that the fee for our current contract be increased by $ 9,000.00 to cover
personnel expenses involved in these changes. Terms and conditions shall be the
same as per our original agreement.
