PHASE 1 - MEADOWMERE PARK — DESIGN SERVICES
City Council to consider approval of an engineering services contract for Phase 1 design
of Meadowmere Park with Civil Works Group in the amount of $29,375. The contract is
attached for Council review.

BACKGROUND:
Phase 1 development at Meadowmere Park includes the construction of open space
areas for soccer and baseball. Staff intends to drill a well to irrigate the open space
areas rather than utilizing City treated water. Both Phase 1 development and the water
well project are included in this design contract. Staff has met with the owners of
Lonesome Dove Ranch regarding the storage of well water in a 6 -acre pond on the
ranch. The pond is adjacent to the proposed soccer and baseball fields. The owners
have agreed to allow the City to use the pond for irrigation.
A total of $500,000 was approved in the October 1998 bond election for Phase 1
development of Meadowmere Park. The City Council approved a concept plan of
Meadowmere Park at the October 6, 1998 meeting.

Dear Joe,
I appreciate the opportunity to submit our proposal for professional services for the
design and development of Meadowmere Park. The following services are offered:
Preliminary Design
■ Meet with city staff and Tri -County Electric staff to discuss three-phase service to
the park.
• Field survey for a one foot contour topographic survey including single tree and
tree dripline locations, existing pavement, culverts, and fences. Location of
existing soccer goals.
■ Upon completion of field survey work, prepare concept plan for site utilization.
Evaluations of irrigation/pumping capacities based on well and pond capacities
■ Meet with staff to review site utilization plan and discuss irrigation/pumping
evaluations.
Final Design & Construction Documents
■ Prepare soccer fields layout
■ Prepare grading plan
■ Design and prepare water well plan.
• Design irrigation/pumping system required to utilize well/pond supply.
■ Prepare irrigation/pumping plans. .
Prepare construction documents and specifications.
■ Meet with staff. to review construction plans and documents.

■ Assist staff with bids.
• Attend bid opening.
• Prepare bid tabulation for review.
■ Prepare contract documents for execution.
• Attend pre -construction meeting.
• Review shop drawings for well and irrigation system.
• Make site visits during construction to keep informed to project progress. Site
visits for the purpose of this proposal are estimated at twelve (six — civil engineer,
six — landscape architect).
• Review general contractor's monthly pay estimate.
• Render interpretations necessary for the proper execution of work progress with
reasonable promptness and in accordance with general project schedule. All
interpretations and decisions shall be reasonably inferable and consistent with the
intent of the contract documents and will be in writing or in graphic form.
• Prepare Change Orders.
• Determine dates of substantial completion.
• Attend the final inspection with staff.
■ Assemble all warranties and guaranties from general contractor.
Civil Works Group, Inc. (CWG) will endeavor in a reasonable manner to guard the owner
against defects and deficiencies in the work of the contractor. CWG will not be
responsible for, have control of or be in charge of construction means, methods,
techniques, sequences, procedures, or safety precautions and programs in connection with
the work, and will not be responsible for the contractor's failure to carry out the work in
accordance with the contract documents. Site visits by CWG and/or its sub -consultants
will generally occur weekly during the construction activities. Construction
administration assistance by CWG and/or its sub -consultants is meant to supplement but
not replace inspection services normally provide by the city.
Fees
Proposed fees for the services outlined above as follows:
Surveying, Preliminary Design $ 6,725.00
Design and Construct Documents $ 18,500.00
Construction Administration $ 4,150.00

Meadowmere Park
This fee includes all primary services described in the phase outline, to be provided by
CWG and its sub -consultants. Fees will billed on an hourly basis, based on services
actually rendered. The owner will be advised in advance of any anticipated changes in
services, which will impact the fee. Items not specifically included in the estimated fee
are reproduction, reimbursable expenses, and additional services, which are referenced
below.
1. Printing, plotting, photography, long distance communications and
reproduction shall be billed at standard commercial rate.
2. Permit application and review fees, if required, will be charged at the actual
cost.
3. Any additional service such as soil reports or other items not referenced herein
will be charged as an additional service cost if required and approved by the
City.
A statement of charges for services will be submitted by the first of each month and will
be payable within thirty days by the city. All accounts past due sixty days from the date
of statement will be charged interest at the rate of 1.5% per month for the unpaid balance.
It is understood that you may cancel this agreement at any time and payment shall be due
based on the above method of computation only on the work performed or expenses
incurred to days of cancellation.
If this agreement meets with your approval, please initiate an authorized signature in the
