SUBJECT: PRESENTATION ON THE CONCEPT PLAN FOR BEAR CREEK
DOG PARK
RECOMMENDATION:
Kevin Mitchell and Nicholas Nelson, RLA, with Pacheco Koch will present an update on
the Bear Creek Dog Park Concept Plan.
BACKGROUND INFORMATION:
The development of dog parks in Grapevine was one of the highest priorities of the citizens
of Grapevine in the March 2015 Quality of Life survey. The Grapevine Chamber of
Commerce 2015 Leadership Grapevine class project was to be an advocate for the
creation of a dog park. The class made presentations to the Parks & Recreation Advisory
Board and several civic groups.
Staff researched best practices for current dog parks in Texas and across the nation. After
a general understanding of what constitutes a dog park, staff put together a Request for
Qualifications (RFQs). Eight firms submitted RFQs in November to the Parks & Recreation
Department. After evaluation by the multidepartment team (Animal Control, CMO, PARD),
four firms were selected for interviews. The four firms made presentations to the
evaluation team. The team selected Pacheco Koch due to their process, team structure,
and experience. At the December 17, 2015 Parks & Recreation Advisory meeting the
board ratified the selection of Pacheco Koch and recommended approval. At the April 5,
2016 City Council meeting, staff presented proposed locations, status update and the next
steps in the process.
Staff and the consultant team hosted a public meeting on May 2 at the REC with over 100
residents in attendance. That meeting helped the design team start the design process.
After the design was refined, it was then presented to the Parks & Recreation Advisory
Board at the July 21, 2016 meeting. During this meeting, public input was received. The
Parks & Recreation Advisory Board recommended approval of the concept plan. From
there, the plan was presented at an onsite meeting in Bear Creek Park on August 1, 2016
with approximately 65 residents in attendance. Comments and input were gathered at all
public meetings and compiled into the concept plan that will presented.
Staff recommends approval.
