HomeMy WebLinkAboutItem 21 - IT Equipment and Appropriation OrdinanceMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: SEPTEMBER 20, 2016 SUBJECT: ACCEPT INSURANCE FUNDS FOR IT EQUIPMENT AND ADOPT APPROPRIATION ORDINANCE RECOMMENDATION: City Council to consider accepting receipt of insurance funds for Information Technology Equipment and adopt appropriation ordinance. FUNDING SOURCE: Upon approval of the appropriation ordinance, $71,832.01 funds will be available in 325- 42210-000-00 (Computer and Equipment Supplies). BACKGROUND: On August 5, 2016 the I.T. Data Center suffered water damage due to a leak from the HVAC condensate line. The leak caused irreparable damage to I.T. servers and other essential equipment. On August 16, 2016, the Council approved emergency purchases that allowed the City's I.T. infrastructure to remain functional. The insurance carrier paid the total claim of $71,832.01 on September 9, 2016 for the damage. This action will accept receipt of the funds and appropriate $71,832.01 in the Capital Equipment Acquisition Fund account for future equipment purchases. Staff recommends approval. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS; APPROPRIATING $71,832.01 TO THE CAPITAL EQUIPMENT ACQUISITION FUND UNAPPROPRIATED FUND BALANCE; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine desired to replace various damaged IT equipment and other IT items that were damaged by water from an HVAC condensate line leak in the IT Data Center on August 5, 2016; and WHEREAS, the damaged items required immediate replacement and the issuance of emergency purchase orders; and WHEREAS, on August 16, 2016 City Council approved Ordinance No. 2016-055 which appropriated funds for the equipment replacement; and WHEREAS, the City has received a total of $71,832.01 in insurance claims reimbursement for the damages incurred at the IT Data Center on August 5, 2016; and WHEREAS, the City desires to deposit the reimbursed funds into the Capital Equipment Acquisition Fund to be made available for future equipment replacement needs -,and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this ordinance is in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated herein above are true and correct and are incorporated herein by reference, as if copied in their entirety. Section 2. That the City Council hereby appropriates the funding. Section 3. That the City Council hereby authorizes an amount of $71,832.01 to be appropriated to the Capital Equipment Acquisition Fund. Section 4. That a copy of the revised Fiscal Year 2015-2016 Capital Improvements Plan budget document shall be kept on file in the office of the City Secretary and on the City of Grapevine website. Section 5. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 6. That the fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety, and general welfare which requires that this ordinance shall take effect immediately from and after its passage and it is accordingly so ordained.
