We are requesting your consideration for approval the following Conditional Uses as permitted in Section 25 of the Ordinance (GC Community -Commercial District Regulations): 1. Planned Commercial Center. 2, Hotel use with the following distribution of functions inside the building: a. 300 guestrooms sized at 380 sf minimum. b. Approximately 5,000 sf full-service restaurant with associated full -kitchen facility open to the general public. c. A swimming pool having a minimum area of 1,000 sf. d. Approximately 12,000 sf meeting/banquet/conference room facilities with associated space for catering services. e. On -Site staff attending 24 hours a day, seven days a week. 3. On -Premise Alcoholic Beverage Sales. Please refer to the enclosed Alcoholic Use plans for locations of alcoholic beverage storage, sales, and consumption. A. Pole Sign, as permitted in Section 60 (Sign Standards) of the Ordinance. Please refer to the enclosed Signage Site Plan for proposed location and size. The Pole Sign is a franchise requirement by the Hotel brand group intended to establish its unique brand identify at the entrance to the Lot. Approval of the requested Conditional Uses will not cause substantial injury to the value, use or enjoyment of other property in the neighborhood. We believe that the requested approval will enhance the segment of Business Highway 114 (Texan Trail) which the Lot fronts onto by providing a convenient, cohesive, and enjoyable social gathering places inside and outside of the Hotel. In addition to the Conditional Use Application above, we are filing a Planned Development Overlay Application for the same subject Lot specifically in regards to the limitation imposed by the Height Requirement of a building located on a C -C Community -Commercial District. The Application for Planned Development Overlay is critical for the project for the following reasons: 1. The subject Lot encompasses an area of approximately 390,000 sf. The Conditional Use for the Hotel in a Community -Commercial requires that 30% of the Lot be dedicated to a non -vehicular open space. 3. The manner in which we find it feasible to design a Hotel having the required building area to serve the minimum number of rooms, of certain room sizes, as dictated by Section 25 of the Ordinance, while maintaining the associated non -vehicular open space and off-street parking requirements, as dictated by Section 53 of the Ordinance, is to stock the required floor spaces into seven levels. 4. The Community -Commercial District limits the Height of all structures on a Lot to be 50 ft, with a maximum of 5 ft allowable increase upon approval by City Council. A seven -story building containing a Hotel use, with 10 ft floor -to -floor height between guestroom levels and a 22 ft floor -to -floor height on the first level to accommodate large Meeting,, Banquet,/Conference functions, requires a minimum height of 82 feet above ground level. 5. The Hotel brand group requires that a signature roof feature be incorporated into the designs of hotels bearing the brand. The said roof feature extends approximately 12 ft beyond the highest parapet of the building. Please see the enclosed Exterior Elevations for further information. We request your consideration for approval a Planned Development Overlay Application to increase the Height limitation of the Hotel in the Community -Commercial District to be no higher than 94 ft above ground level. Approval of the Planned Development Overlay Application will not cause substantial injury to the value, use or enjoyment of other property in the neighborhood.
