CITY OF GRAPEVINE, TEXAS
On Tuesday evening, May 20, 2008 at 7:30 P.M. in the City Council Chambers, 2nd Floor,
200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
CU08-05A - CLASSIC HUMMER - submitted by Pacheco Koch for property located at
2501 William D Tate Avenue #E and proposed to be platted as Lot 1 R2, Block 1 R, Classic
Hummer Addition. The applicant is requesting a conditional use permit to amend the
previously approved site plan, specifically for the addition of additional acreage for the
expansion of an automobile dealership. The property is zoned "CC" Community
Commercial and is owned by 2501 Partners.
CU08-11 & SU08-02 - BAYLOR MEDICAL CENTER - submitted by HDR Architects for
property located at 1660 West College Street and platted as Lot 1 A, Block A, Grapevine
Medical Center Addition. The application is requesting a conditional use permit to amend
the previously approved site plan specifically to allow the development of a parking
structure. The applicant is also requesting a special use permit to allow a helistop on the
top tier of the proposed parking garage. The property is currently zoned "CC" Community
Commercial District and Planned Commerce Development District and is owned by Baylor
Regional Medical Center.
CU08-12 - GRAPEVINE BEER & WINE - submitted by Suresh Dovra for property located
at 2100 East Northwest Highway #215 and platted as Lot 4, Grapevine Plaza Addition.
The applicant is requesting a conditional use permit to amend the previously approved site
plan, specifically to allow the possession, storage, retail sale and off -premise consumption
of alcoholic beverages (beer and wine only) in conjunction with a convenience store. The
property is currently zoned "CN" Neighborhood Commercial and is owned by Park Place
Shopping Center.
PD08-01 - AMINO TRANSPORTATION - submitted by Baird Hampton & Brown for
property located at 3091 Dove Road and platted as Lot 1, Block 10, Parra Linda Estates.
The applicant is requesting a planned development overlay to allow the development of a
3 -story office building. The property is currently zoned "PO" Professional Office and is
owned by Amino Enterprises.
After all parties have been given an opportunity to speak, the public hearing will be closed

and the Commission and the City Council will deliberate the pending matters. Please

As a new resident of 0- rapevinc, I can't be selfish when it comes to the
growth and the better economics of the community. Also, I think by
rezoning the property at 3091 Dove road from Neighborhood Commercial to
Professional Office Building is better off for the nearby residents in long
run, The heavy noise and traffic at Dove & Kimball will only last during the
office hours and the resident will have their privacy during the nights and
weekends. It's the main reason I've given approval to the request.
There are a couple of things I'd like to request the city of Grapevine and the
said property owner to consider, so they will be incorporated into the
building plan, as follows:

PROPERTY LOCATION AND SIZE:
The subject property is located at 3091 West Dove
Road, and is platted as Lot 1, Block 10, Parra Linda
Estates. The addition contains 2.74 acres and has
approximately 379 feet of frontage along Dove Road
and 607 feet of frontage along Kimball Road.
REQUESTED PLANNED DEVELOPMENT OVERLAY AND COMMENTS:
The applicant is requesting a planned development overlay to include but not be limited to
deviation from the height requirement in the "PO" Professional Office District to allow for
the development of a three story office building.
The subject site received a zone change (Z07-12) approved by Council at their September
18, 2007 meeting which allowed for the 2.74 acre site to be rezoned from "CN"
Neighborhood Commercial District to "PO" Professional Office District for an office
development. The applicant's intent at that time was to develop two, two-story office
buildings containing 22,198 square feet and 13,400 square feet respectively.
With this request the applicant intends to develop one, three story office building totaling
32,952 square feet with a building height of 42 -feet. The "PO" Professional Office District
allows a maximum height of 30 -feet with the possibility of an additional five feet with

approval of a conditional use permit. The applicant's request exceeds the permitted height
allowed in the district by 12 -feet. The applicant considered a zone change request to "CC"
Community Commercial District which allows a building height of 50 -feet; however, the
minimum district size of five acres prohibited this since the site is only 2.74 acres in size.
Justification for the planned development overlay by the applicant is based on the
elimination of an irregularly shaped second building, increased landscaping, and increased
parking to serve the building's user. Overall building square footage has been reduced by
2,600 square feet from the original zone change request to the planned development
overlay request. Landscaped open space for this request is 34% of the site -20% is
required. Required parking for this request is 115 spaces—the applicant has provided 158
spaces. The proposed building is approximately 170 -feet from the single-family properties
to the northwest across Dove Road. See the attached letter.
PRESENT ZONING AND USE:
The property is currently zoned "PO" Professional Office District and is undeveloped.
The subject property was rezoned in the 1984 City Rezoning from "C-2" Community
Business District to "CN" Neighborhood Commercial District. The rest of the surrounding
area, Parra Linda Estates and the Harwell Addition, were rezoned from "R-1" Single Family
District to "R-7.5" Single Family District. A zone change request (Z04-05) was approved by
Council at their July 20, 2004 meeting rezoning the property across Dove Road to the north
along Kimball Road from "CN" Neighborhood Commercial District to "R-5.0" Zero Lot Line
District. A zone change request (Z96-21) was approved by Council at their December 17,
1996 meeting rezoning the property immediately to the south of the subject site to "GU"
Governmental Use District. The adjacent site, zoned "GU" Governmental Use District, is
currently used as the Carroll ISD Administration Center for office space and as a storage
facility; it was formerly developed as a grocery store (Food Lion) with a conditional use
permit (CU91-10) for the sale, storage, and off -premise consumption of alcoholic
beverages (beer only).

new application for such a change or amendment is accepted, is hereby established. The
one-year waiting period shall be applicable to all requested amendments and changes for
the same zoning district, or districts, on all or any portion of the property previously
considered for amendment or change in zoning; provided, however, said one-year waiting
period shall not be applicable to any proposed amendment or change instituted by the City
Council or Planning and Zoning Commission or to any proposed amendment or change
denied by the City Council without prejudice.
