SUBJECT: APPROVAL OF BID 117-2001, SALE OF PROPERTY LOCATED
AT 204 S. DOOLEY
RECOMMENDATION:
City Council to consider approval of the sale of a single family residential home and
property located at 204 S. Dooley to Lyn L. Murphy in the total amount of $71,000.00.

BACKGROUND:
The purpose of this bid was to solicit offers for the sale of the property and land located
at 204 S. Dooley St. known as the W. D. and Edna Deacon House. Notice of the bid was
published in the Fort Worth Star Telegram and the Grapevine Sun on November 11,
2001, November 18, 2001, and November 25, 2001. Bid forms were available from
Development Services, Engineering and the Purchasing Division.
Last summer, Bill Deacon, on behalf of the Deacon Family, approached the Grapevine
Township Revitalization Project (GTRP) about accepting the Deacon House as a
donation for the purpose of relocating and preserving the historic home in Grapevine. On
October 15, 2000, the Grapevine Township Revitalization Project, Inc. (GTRP) moved
the historic 1918 Deacon House and barn from Euless to 204 South Dooley to preserve
a home with historic significance to Grapevine's agricultural heritage. The home has
been designated a Historic Landmark Sub -district by the City of Grapevine, which will
ensure appropriate exterior rehabilitation and restoration of the house into a private
home.

The City of Grapevine made the property available for sale this summer with a minimum
bid of $67,000 (its appraised value), however, no bid offers were submitted for the
property. Staff then proceeded to begin restoration of the house and barn once the sale
of the adjacent Forbes House closed (August 2001). Subsequently, several individuals
approached the city with a request the property be made available again through the
public bidding process.
Bids were opened on Tuesday, December 4, 2001. Two bid offers were submitted. The
highest bid received was $77,000.00 from Mr. John Perrault. However, such bid was
deemed as being unresponsive by the City Attorney due to several deficiencies in the
submittal. Included among the issues with the Perrault bid is the fact that Mr. Perrault did
not sign the bid, and that the bidder did not fully consent to the required restrictive
covenants for the property.
The only other bid received was from Mrs. Lyn Murphy in the amount of $71,000.00.
According to the City Attorney, Mrs. Murphy's bid can be accepted by the City Council at
their discretion.
Staff recommends the sale of this home to Mrs. Lyn Murphy in the amount of
$71,000.00.
