SUBJECT: APPROVAL OF BID 112-2001 FOR THE PURCHASE OF A
CCTV SECURITY SYSTEM AND BID 113-2001 FOR THE
ASSOCIATED LOCK SYSTEM
RECOMMENDATION:
City Council to consider award of bid 112-2001 to ADT Tyco Fire and Safety for a CCTV
Security System and bid 113-2001 to Fairway Supply for the associated Security Lock
System.
FUNDING SOURCE:
Funds are available in acct 114-44686-107-1 Special Revenue Fund/Municipal
Court/Expense-Municipal Court Security
BACKGROUND:
This security system will be installed at the Police and Courts Building and Sub -Station.
The total amount of this expenditure is $58,959.87. A bid tabulation for each bid is
attached for review.
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021, 252.0215, and 252.022.
This bid was advertised in the Fort Worth Star Telegram and the Grapevine Sun on
October 25, 2001 and November 1, 2001.
The purpose of this bid was to obtain competitive pricing for installation of a Security
Camera and Lock System at the Municipal Court Building and Sub -Station Facility at the
Grapevine Mills Mall. The bid was split into a bid for the camera system and for the lock
system because not all vendors could provide a system that included both requirements.
The City received bids from six vendors for the CCTV Camera System. The lowest bid
received was from EBM, Inc. but should be rejected because this bid did not meet the
required recording specifications. The recording specifications required the ability to
record up to 360 hours. The EBM bid offered a less expensive recorder with only 120

hours of recording time. Because several of the areas to be recorded have virtually
constant motion the recording time is an important part of the system. The next low bid
was from ADT Tyco Fire and Safety. This bid met all of the required specifications.
The City received bids from five vendors for the Security Lock System. The lowest bid
received for this bid was from Fairway Supply. Fairway met all of the required
specifications of the bid.
Staff recommends an award to ADT Tyco Fire and Safety in the amount of $43,360.80
for the CCTV Camera System and to Fairway Supply in the amount of $15,599.07 for
the Security Lock System for a total award of $58,959.87.
