PRELIMINARY PLAT
LOTS 1-4, BLOCK 1, UPTON ACRES
GENERAL:
Mr. Kosse Maykus, the applicant, is platting this 8.998 acre site for the
proposed development of a single-family residential subdivision. This
property is located in northwest Grapevine, north of Dove Road and east of
Lonesome Dove Road.
2. The property is currently undeveloped land.
11. STREET SYSTEM:
This site has access to Foxfire Lane, a rural roadway section, which connects
to Lonesome Dove Road.
2. The developer is constructing curve improvements to Foxfire Lane as part
of development of the Cannon Homestead subdivision, located on the north
side of Foxfire Lane.
III. STORM DRAINAGE SYSTEM:
This site drains to the south to a creek which flows east to Lake Grapevine.
2. The developer will be required to design for on site and off site drainage in
accordance with the City of Grapevine Code of Ordinances.
IV. WATER SYSTEM:
1. There is an existing 8 -inch water line located within the right-of-way of Foxfire
Lane to the north of the property.
2. The City and land developers in this area are jointly undertaking the
construction of a water distribution system in the northwest area of the City
to serve the prospective developments and the City's planned improvements
to Meadowmere Park. Bids for the northwest water and sewer project were
opened on December 4tt', 2001, and are scheduled for City Council action on
February 5th, 2002.

V. SANITARY SEWER SYSTEM:
There is an existing 6 -inch sanitary sewer line located within the right-of-way
of Foxfire Lane to the north of the property.
2. The City and land developers in this area are jointly undertaking the
construction of a sanitary sewer distribution system in the northwest area of
the City to serve the prospective developments and the City's planned
improvements to Meadowmere Park. Bids for the northwest water and sewer
project were opened on December 4th, 2001, and are scheduled for City
Council action on February 5th, 2002.
V1. MISCELLANEOUS:
Water and Wastewater Impact Fees are due prior to the release of Building
Permits. The current fee is $1,897.00 per lot.
2. Open Space Fees are due in the amount of $3,228.00 (4 lots x $807.00).
3. Foxfire Lane is not on the Master Thoroughfare Plan. The roadway will
remain a rural section with no proposed improvements except for the re-
alignment of the Foxfire Lane curve bordering the northeast corner of the
development site.
4. A portion of Foxfire Lane, which abuts Lot 4, will be abandoned and retained
as a utility easement.
VII. STATEMENT OF FINDINGS:
A. The City has determined that the easements required to be dedicated for
utilities, drainage and other municipal needs and services are consistent with
the City's ordinances and master plan, are reasonable and are connected to
the proposed project in the following manner:
1. The utility easements dedicated by this plat are necessary to provide
for public and franchised utility service to this and surrounding
developments.
2. The drainage easements dedicated by this plat are necessary to
provide for the conveyance of storm water run-off for future use.
B. The City further finds that the required dedication is related both in nature and
extent to the impact of the proposed development as follows:
The utility easements dedicated by this plat will allow for public and
franchise utilities to serve this development and surrounding sites.
2. The drainage easements dedicated by this plat will allow for the
conveyance of storm water run-off for future use.

3. All of the dedications benefit the development to at least the extent of
the impact of such on the development.
VIII. RECOMMENDATION:
1. The members of the City Council and The Planning & Zoning Commission
consider the following motion:
"Move that the City Council (Planning and Zoning Commission) approve the
Statement of Findings and Preliminary Plat Application of Lots 1-4, Block 1,
Upton Acres."

Perpetual Flowage Easement
Perpetual flowage easement estates, such as those the government holds over
property owned by others in the Grapevine Lake area, grant to the government full,
complete, and perpetual right, power, privilege, and easements to occasionally
overflow, flood, and submerge land in connection with the operation and
maintenance of the lake. Flowage easement lands are defined as those lands below
the land contour of 572.0u feet mean sea ievei. No till shaii iw placed beluw the
contour of 572.00 feet All lot grading operations must be coordinated with the
