I. GENERAL:
1. Mr. Jim Condon of Seefried Properties, Inc., the applicant, is replatting this
site into six lots.
2. This site is located at the southwest corner of Dallas Road and Minters
Chapel Road.
3. This property contains five existing buildings located on three of the proposed
lots; three lots are currently undeveloped.
Il. STREET SYSTEM:
1. This site has access to Dallas Road to the north and Minters Chapel Road
to the east.
2. The developer has escrowed funds for the peripheral street fee for the
improvements to Minters Chapel Road.
3. Construction for the improvements to Minters Chapel Road should begin by
March 2002.
III. STORM DRAINAGE SYSTEM:
1. The site currently drains south to Cottonwood Branch.
2. The developer has addressed downstream drainage issues for fully
developed conditions in accordance with the City of Grapevine Code of
Ordinances.
IV. WATER SYSTEM:
1. There is an existing 12" water line on the south side of Dallas Road. There
is also a 12" water line on the west side of Minters Chapel Road. The
developer has built an on site water distribution system with fire hydrants to
serve this site.
2. The existing and proposed water distribution systems are adequate to serve
the development of this site.
V. SANITARY SEWER SYSTEM:
1. There is an existing 12" sewer line along the south property line. The
developer has built an on site private collection system that ties into the
existing 12" line to serve the development needs of this site.
2. The existing sanitary sewer system is adequate to serve the development of
this site.
VI. MISCELLANEOUS:
1. Water and Wastewater Capital Recovery impact Fees have been paid for the
entire site.
2. The Hike and Bike Trail will be built by the developer prior to the City's final
acceptance of any additional buildings on the site.
VII. STATEMENT OF FINDINGS:
A. The City has determined that the dedications required for access, streets,
utilities, drainage and other municipal needs and services are consistent with
the City's ordinances and master plan, are reasonable and are connected to
the proposed project in the following manner:
1 The on-site utility easements are necessary to provide for public and
franchised utility service to this site and surrounding developments.
2. The on-site access easements are necessary to allow for public
access through this site.
3. The on-site drainage easements are necessary to allow for storm
drainage through this site.
4. The right-of-way dedicated by this plat is necessary to provide for the
development of the surrounding transportation system.
B. The City further finds that the required dedication is related both in nature
and extent to the impact of the proposed development as follows:
1. The on-site utility, access and drainage easements are consistent with
the City's policies for easement dedications where there are existing
utilities, where future utilities would be located, along internal
driveways, and along necessary drainage patterns.
2. All of the dedications benefit the development to at least the extent of
the impact of such on the development.
VIII. RECOMMENDATION:
The members of the City Council and The Planning & Zoning Commission
consider the following motion:
"Move that the City Council (Planning and Zoning Commission) approve the
Statement of Findings and the Final Plat Application of Lots 1 R, 2, 3, 4, 5 &
6, Block A, Northfield Distribution Center Addition."
