SUBJECT: CONSTRUCTION CONTRACT AWARD — 2.0 MILLION GALLON
WATER TOWER
RECOMMENDATION:
City Council consider awarding a Construction Contract to Landmark Structures I, L.P.
for the construction of the 2.0 million gallon water tower in the bid amount of
$2,653,860.00, authorize staff to execute said contract, and take any necessary action.

0 BACKGROUND:
Freese and Nichols, Inc. prepared plans for the proposed construction of the 2.0 million
gallon water tower at the corner of Peach and Church Streets. The project includes
construction of the water tower, additional floors for secured storage of City records, an
elevator and other building code required features.
Bids were opened on December 20, 2001 at 2:00 p.m. We received two (2) bids on this
project as listed below:

Landmark Structures $ 2,653,860.00
CB&I Water $ 2,967,000.00
We have sufficient funds to award the full contract with the storage elements of the bid.
The low bid appears to be in order, the references have been positive, and our
consultant recommends awarding the contract to the low bidder.

Dear Mr. Hodge:
Bids ;for the referenced project were received by the City of Grapevine on December 20, 2001 at
2:00 p.m.. A copy of the aid Tabulation, for this project has been completed by Freese and Nichols and is
attached for your use. Freese and Nichols has reviewed each bid for conformance with the contract
documents and the Base Bid amounts for each bidder. The low bidder for the Base Bid on the project is
Landmark Structures I, L.P. of Ft. Worth, Texas.
We have attached a copy of references for Landmark Structures. We contacted a number of the
references listed and discussed their Landmark projects. In all cases, each. City was satisfied with
Landmark's performance and final product.
Based on our review of the bids and bidders, we recommend your consideration of awarding a contract to
Landmark Structures I, L.P. for construction of a 2.0 MG Elevated Storage Tank in the amount of
$2,653,860.00. This amount includes construction of the second and third floors as depicted on our plans.
The work for the water storage facilities is to be substantially completed by February 1, 2003. The
remaining portions of the project are to be completed by July 31, 2003.
