An application was filed in the office of Historic Preservation requesting the Historic
Preservation Commission approval for Certificate of Appropriateness #CA16-84 for the
property located at 326 East Texas Street, legally described as Block: 3 Lot: 37, College
Heights Addition, Grapevine, Texas to construct a side porch.
A public hearing regarding this application will be held by the Historic Preservation
Commission on Wednesday, September 28, 2016 at 6:00 PM, in the Grapevine City Hall,
2nd Floor Council Chambers, 200 South Main Street, Grapevine, Texas 76051.
Appendix G, Section 7.(C) of the Grapevine City Code requires that the Commission shall
deny, approve, or approve with conditions any Certificate of Appropriateness application
within 30 days of receipt of a completed application, determining whether the proposed
work is consistent with the regulations contained in this ordinance, in all applicable
ordinances, and in the zoning ordinance designating the Historic Landmark Districts. Upon
posted notice, and notification by regular mail at least five (5) days in advance to the
immediately adjacent property owners as that ownership appears on the last approved tax
roll, the Commission shall conduct a public hearing on the application, at which time an
opportunity is provided for proponents and opponents of the application to present their
views.

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions
Certificate of Appropriateness #CA16-68 for the property located at 326 East Texas Street,
legally described as Abstract 422, Tract63b, City of Grapevine, to the Grapevine Historic
Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended
for the following items:
1. Construct new screened -in porch on the east side of existing house with attached
wood pergola and install new French doors from adjoining family room;
2. Construct an exterior wall along the west side of the existing rear open-air breezeway
and screen -in the east side of the breezeway;
as per attached plans following the design guidelines established for landmarked
property, with the conditions that a building permit is obtained from the building
department and all exterior materials, doors and door hardware, and light fixtures be
approved under a separate Certificate of Appropriateness.
BACKGROUND:
Certificate of Appropriateness application #CA16-84 was submitted by the owners Fabien
and Jasmine Goury on August 24, 2016 to construct a new screen -in porch addition to the
east side of the existing house and to screen in the existing open air breezeway. Plans for
the new porch addition, pergola and screening -in of the breezeway were prepared by
architect Gary D. Land following the Design Guidelines established for landmarked property.
The streetscape photos reveal little impact from the proposed porch addition and pergola as
both are located in the side yard of the house, behind the existing side yard wood privacy
fence.
Staff recommends approval of #CA16-84 for plans for the new screen -in porch and pergola
addition, screening -in of the rear breezeway with the conditions that a building permit is
obtained from the building department and all exterior materials, doors and door hardware,
and light fixtures be staff approved under a separate Certificate of Appropriateness.

This letter confirms on September 28, 2016 the Historic Preservation Commission approved
with conditions #CA16-84 for the property addressed 326 East Texas Street, legally
described as Abstract: 422 Tract 63b, Dooley, William Survey, Grapevine, Texas. The
following was approved on this Certificate of Appropriateness:
1) Construct new screened -in porch on east side of existing house, with an
attached wood pergola and install new French doors to the adjoining room;
2) Construct an exterior wall along the west side of the existing rear breezeway;
and screen -in the east side of the breezeway;
as per the plans presented following the design guidelines established for the
landmarked property, with the conditions all exterior materials and paint, doors and
door hardware and exterior light fixtures be approved under a separate(s) Certificate
of Appropriateness; and a permit is obtained from the Building Department.
An approved Certificate of Appropriateness is not an approved Building Permit and a
