TRIPLETT, JR PLANNER II DEVELOPMENT SERVICES SITE PLAN REVIEW COMMITTEE OCTOBER 5, 2016 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Site Plan Review Committee of the City of Grapevine, Texas met in Session, on this the 5t" day of October 2016, in the Planning and Zoning Conference Room, 200 South Main Street, Second Floor, Grapevine, Texas with the following members present -to -wit: Larry Oliver Scott Williams Chairman Member constituting a quorum with the following City Staff: Ron Stombaugh Development Services Assistant Director Albert Triplett Jr. Planner II Susan Batte Planning Technician Larry Oliver called the meeting to order at 1:30 p.m. IgIauTAI-1-MR gm CONDITIONAL USE APPLICATION CU16-21 — NAPOLI'S ITALIAN CAFE First for the Committee to consider was conditional use application CU16-21 for property located at 309 and 311 South Main Street and platted as Lot 1, 2, S Y23, Block 20, Lot 13, Block 10 and Lot 13, Block 19, City of Grapevine. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU15-17 (SPRC), CU10-15 (Ord. 2010-34) to allow modifications to an existing floor plan for a restaurant and confectionary and to allow for the possession storage, retail sale and on -premise premise consumption of alcoholic beverages (beer, wine and mixed beverages) in conjunction with a restaurant, specifically to allow outside dining in conjunction with a restaurant. James (Bret) Kinzel current owner of Napoli's Italian Cafe was available by attendance. Mr. Williams explained to Mr. Kinzel the requirement of keeping a clear 48 inch clearance from the curb to the tables and chairs and that only the tables and chairs approved by the site plan were allowed outside the front of the building. Mr. Kinzel stated that he understood the conditions of compliance. After a brief discussion, Larry Oliver moved to approve conditional use application CU16-21 with the condition that the applicant reduce the total seating 104 to 102 by eliminating the most southern table due to handicap accessibility to the business and 100516 1 SITE PLAN REVIEW COMMITTEE OCTOBER 5, 2016 chairs and maintain a four foot clearance between the curb and all tables and chairs. Scott Williams seconded the motion, which prevailed by the following vote: Ayes: Oliver and Williams Nays: None CONDITIONAL USE APPLICATION CU16-27 —TEXAS DIRECT AUTO Next for the Committee to consider was conditional use application CU16-27 for property located at 1000 West State Highway 114 and platted as Lot 3R3, Block 1, Hayley Addition. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU91-05 (Ord. 1991-27) for a planned commercial center, and a forty -foot pole sign in conjunction with a restaurant, specifically to revise the building elevations, landscaping, parking and allow a forty foot pole sign in conjunction with a professional office use After a brief discussion, Larry Oliver moved to approve conditional use application CU 16-27 with the condition that no storage or sales of vehicles shall be allowed on site per the applicant's letter. Scott Williams seconded the motion, which prevailed by the following vote: Ayes: Oliver and Williams Nays: None CONSIDERATION OF MINUTES Next for the Committee to consider were the Site Plan Review Committee minutes of August 3, 2016. Larry Oliver moved to approve the Site Plan Review Committee minutes of August 3, 2016.
