Citizen Comments Any person who is not scheduled on the agenda may address the Parks & Recreation Advisory Board under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the staff. A member of the public may address the Parks & Recreation Advisory Board regarding an item on the agenda either before or during the Board’s consideration of the item, upon being recognized by the Chairman or upon the consent of the Parks & Recreation Advisory Board in accordance with the Texas Open Meetings Act, the Parks & Recreation Advisory Board is restricted in discussing or taking action during Citizen Comments. IN ACCORDANCE WITH TEXAS GOVERNMENT CODE, CHAPTER 551.001 et seq, ACTS OF THE 1993 TEXAS LEGISLATURE, THE BOARD MEETING AGENDA, WAS PREPARED AND POSTED ON THIS 12TH DAY OF JULY 2024 AT 5:00 P.M. ____________________________ Chris Smith, Director of Parks & Recreation CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks & Recreation Advisory Board met July 18 2024 at 6:00 p.m. at the Bessie Mitchell House located at 411 Ball Street in Grapevine, Texas with the following members present, to -wit: MEMBERS ABSENT: Christian Ross Kelley McDowell Lavon Light Kerri Stephens Amond Cowans Renee Townsend Roy Robertson Rob Fenton LIAISONS Paul Slechta — City Council Kathy Spradley— GCISD Board Liaison Avery Gaudett — GHS Student Liaison (Absent) Audrey Torres — CHHS Student Liaison (Absent) Constituting a quorum with the following members of City staff: Chris Smith, Director Trent Kelley, Deputy Director Kathy Nelson, Planning Manager Christian Ross called the meeting to order at 6:04 p.m. A moment of silence was observed followed by the invocation led by Christian. Approval of Minutes A motion was made to approve the June 20, 2024 meeting minutes. Motion: Robertson Second: Light Ayes: Ross, Light, Fenton, Robertson, Cowans Nays: None Absent: Townsend, McDowell, Stephens Approved: 5-0 Citizen Comments None New Business Kathy provided the board with an update on the Keep Grapevine Beautiful Litter Index and presented the Adopt - An -Area agreements. The following Adopt -An -Area renewal agreements were reviewed: The Nichter Family Stonegate Families Explorers Homeschool Co-op Glade Crossing Neighborhood Association Motion: Fenton Second: Light Ayes: Ross, Light, Fenton, Robertson, Cowans Nays: None Absent: Townsend, McDowell, Stephens Approved: 5-0 Presentation PARD Planning Manager, Kathy Nelson, provided the board and guests with an update on the Phase 2 planning for Settlers Park followed by an opportunity for questions, answers, and input. GCISD Student Liaison Update Avery Gaudett was absent, therefore; no student update for GHS was provided. Audrey Torres was absent, therefore; no student update for CHHS was provided. GCISD Board Liaison Kathy Spradley provided a GCISD Board update. Updates included construction projects, staff hiring, football schedules are posted, financial services staff update, Sheila Shimmick receivedthe GCISD Principal of the Year, and the district received the iUniversity Team USA Students Award. Citv Council Paul Slechta provided a City Council update. Updates included board and commission appointments as well as the Grapevine Municipal Concourse construction planning next year. Parks and Recreation Updates Trent Kelley provided a Grapevine Parks and Recreation update. Updates included The REC Performance Utilization Analysis, a water rescue at Dove Waterpark, Club All -Access staffing update, and the Oak Grove Softball Complex flood recovery and cleanup efforts in preparation for an event. Chris Smith provided a Grapevine Parks and Recreation update. Updates included July 4 Fireworks Extravaganza, Meadowmere Park plans, Paws & Pastries, Grapevine Pop N Play, and Lake Park flooding updates.
