HomeMy WebLinkAboutItem 09 - Minters Chapel Road Developers ContractMEMO TO: FROM: MEETING DATE: SUBJECT: RECOMMENDATION: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL ROGER NELSON, CITY MANAGER,' FEBRUARY 19, 2002 MINTERS CHAPEL ROAD DEVELOPER CONTRACTS City Council consider approving Developer Contracts with abutting property owners bordering Minters Chapel Road establishing funding participation for the project, authorize City funding participation in the project, authorize Staff to execute the Developer Contracts, and take any necessary action. The project has been bid and the participation in the cost by the abutting properties have been determined. February 13, 2002 (11:09AM) r The cost participation is as follows: Trinity Industries $ 1,016,540 Sewell Automotive Companies 400,639 Park Place Lexus 553,279 Airport II Joint Venture 605,044 City of Grapevine 2,385,908 AGT 79,151 TOTAL COST $ 5,040,561 Trinity Industries and Park Place Lexus have provided their funding up front with their Developer Contracts. Trinity Industries has committed funding to this project since the initial development of the project scope. Trinity properties that have developed include Park Place Lexus, the J. A. Green Warehousing Complex and the Northfield Development all located on Minters Chapel Road. Sewell Automotive Companies has provided $ 200,000 up front with their Developer Contract and will pay the balance out in twelve equal payments beginning 30 days from the award of the construction contract. Sewell has asked the City to consider this program due to their lack of any immediate plans to develop their tract and the cash flow impact upon them by requiring full payment at the outset. They have executed a lien upon the property in the amount of $ 200,639 in favor of the City of Grapevine. The Airport 11 Joint Venture has always advised the Staff that they would not provide their share of the funds at the beginning of the project. They also have no immediate plans for development of their property and are not willing to further invest $ 605,044 into the cost of their tract. They have agreed to dedicate the necessary street right -of - way and drainage easements necessary from their property. They have also agreed to execute a voluntary lien on their property in the full amount of $ 605,044. The lien will be paid off by the Joint Venture in the event of 1.) development of any portion of the tract or 2.) sale of any portion of the tract. Staff has been aware of the joint venture's position since the outset of the project and have maintained a budget item in the overall project budget for the City funding the initial cost of the Joint Venture. February 11, 2002 (5:48PM) Advanced Graphics Technology will fund the added construction cost incurred by the project due to the contamination plume that crosses the roadway. Additional features had to be incorporated into the drainage, water and wastewater systems crossing the contamination plume with an added cost of $ 79,151.00 The limits of the project are Dallas Road on the north and SH 2114 / 121 on the south. The improvements include: • a new 12" water line • a new wastewater force main extending from the Minter's Chapel Road Lift Station near Cottonwood Branch, • a new wastewater gravity line • a large multi-chamber box culvert extending from SH 114 / 121 to the Cottonwood Branch crossing. This system collects flows from south of SH 114 / 121 and conveys these flows to Cottonwood Branch downstream of the crossing at Minters Chapel Road • a large multi-chamber box culvert crossing for Cottonwood Branch flowing from west to east • a new four -lane concrete pavement section Bids were opened on November 2, 2001 with nine firms submitting bids. The low bidder on the project was Mike Albert Incorporated with a bid of $ 4,117,082.35.
