Mr. Roger Hart, the applicant, is platting this 14.699 acre site for the proposed development of a single-family residence. This property is located in northwest Grapevine, north of Dove Road and east of Lonesome Dove Road. 2. The property currently exists as an undeveloped platted lot and a 9.0 acre unplatted tract of land. II. STREET SYSTEM: 1. This site has access to Wilbarger Trail, Foxfire Lane, and Gravel Road. III. STORM DRAINAGE SYSTEM: 1. This site drains in an easterly direction across the lot and ultimately to Lake Grapevine. 2. This lot receives stormwater drainage from portions of the Cannon Homestead subdivision, which flows across the property into an existing drainage basin and ultimately into Lake Grapevine. 3. Approximately 14 acres of the lot has been designated as a Corps of Engineers Perpetual Flowage Easement for Lake Grapevine. 4. The home builder will be required to design for on site and off site drainage in accordance with the City of Grapevine Code of Ordinances. IV. WATER SYSTEM: 1. There is an existing 8 -inch water line located within the right-of-way of Wilbarger Trail. V. SANITARY SEWER SYSTEM: 1. There is an existing 8 -inch sanitary sewer line in Wilbarger Trail which gravity flows to the proposed Kimball Road Lift Station. VI. MISCELLANEOUS: 1. Water and Wastewater Impact Fees are due prior to the release of Building Permits. The current fee is $1,897.00. \\CHDN\DATA3\DATA\PWORKS\AGENDA\03-19-02\Cook F.doc 2. Open Space Fees for this lot were paid with the development of the Cannon Homestead subdivision. VII. STATEMENT OF FINDINGS: A. The City has determined that the easements required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: 1 The utility and sanitary sewer easements dedicated by this plat are necessary to provide for public and franchised utility service to this and surrounding developments. 2. The drainage easements dedicated by this plat are necessary to provide for the conveyance of storm water run-off for future use. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: 1. The utility and sanitary sewer easements dedicated by this plat will allow for public and franchise utilities to serve this development and surrounding sites. 2. The drainage easements dedicated by this plat will allow for the conveyance of storm water run-off for future use. 3. All of the dedications benefit the development to at least the extent of the impact of such on the development. VIII. RECOMMENDATION: 1. The members of the City Council and The Planning & Zoning Commission consider the following motion: "Move that the City Council (Planning and Zoning Commission) approve the Statement of Findings and Final Plat Application of Lot 1, Block 1, Cook Addition."
