GRAPEVINE LAKE ESTATES WATER LINE - AWARD OF
CONTRACT
City Council to consider award of a contract to construct water lines in Grapevine Lake
Estates Subdivision to U.U.S. Inc. in the amount of $318,687.93, authorize staff as
signatory, and take any necessary action.

BACKGROUND:
The Grapevine Lake Estates Subdivision is currently served by a private water well
system. The system was constructed in the early 1960s when the subdivision formed in
an unincorporated area of Tarrant County. Although the City of Grapevine annexed the
subdivision in the 1970s, the private water system continued to service the area.
Staff met with Council to discuss construction of water lines in the Grapevine Lake
Estates Subdivision based on several requests from residents in that area. The water
lines must be constructed and connected to the City system to accommodate this
request. The Council agreed to a connection fee of $1,000.00 per single family unit to

connect to the City system in the event the water line construction project was initiated.
However, the offer was contingent upon 50% of the residents agreeing to connect to the
City system.
A petition was circulated by several residents in the Grapevine Lake Estates
Subdivision. More than 50% of the residents have agreed to the fee and connect to the
City system when the water lines are constructed.
Staff proceeded with the design and bid for the water line project. The project was
advertised for bids in the Fort Worth Star Telegram on February 14 and February 21,
2002. Three bids were received. U.U.S. Inc. submitted the low bid of $318,687.93.
Staff conducted a background check on U.U.S. Inc. and found their references to be
satisfactory.
The original construction estimate for the project was $250,000.00. During the design
phase, the scope of the project was expanded to provide fire protection to Spur Trail and
Lakecrest Drive. It was determined that this area did not meet the City standard for fire
hydrant placement. Additionally, Ridge Lane was served by a three-inch water line
resulting in low water pressure during peak demand periods. A six-inch water line will
replace the three-inch water line. The additional improvements resulted in the actual
project cost exceeding the estimate.
Staff recommends approval.
