SUBJECT: NO PARKING ZONES — ENCHANTED WAY, FELLOWSHIP
WAY, GENESIS WAY, HOOD LANE, PARR LANE AND PARR
ROAD
RECOMMENDATION:
City Council consider adopting an Ordinance amending Section 23-63, No Parking
Zones, Restricted Parking Zones of the City Code of Ordinances to establish a No
Parking Zone on Enchanted Way, Fellowship Way, Genesis Way, Hood Lane, Parr Lane
and Parr Road.
BACKGROUND:
Enchanted Way, Fellowship Way and Genesis Way
Enchanted Way, Fellowship Way and Genesis Way are newly constructed streets that
are designed to carry four lanes of traffic and are striped as such (all except a small
portion of Fellowship Way). There is no room for on -street parking as the entire
pavement width is used for travel lanes. Installing the No Parking Zones will provide a
clear indication to motorists that parking is prohibited. The parking restrictions are
proposed for the entire street sections: on Enchanted Way from Bethel Road to Genesis
Way, on Fellowship Way from SH 121 Northbound Service Road to Genesis Way, and
on Genesis Way from SH 121 Northbound Service Road to Fellowship Way. Fellowship
Church has requested no parking on these streets.
Hood Lane
Parking restrictions on Hood Lane are being proposed from the intersection of Hood
Lane/ Dove Road north for a distance of 200 feet. The principal of Dove Elementary
school requested the parking restrictions. There are two parking lots in the vicinity of the
school that are heavily used for student pick-up and drop-off.
The school parking lot on the west side of the school also serves as a pick-up and drop-
off zone. The southern most driveway to this parking lot is about 100 feet from the
intersection of Dove Road/ Hood Lane. The Dove Park parking lot is located on the
west side of Hood Lane and its driveway is also in close proximity to the Dove Road/
Hood Lane intersection. Currently, visibility for the vehicles coming out of these two
driveways and the vehicles traveling on Hood Lane is restricted due to the vehicles

parked along this section of Hood Lane. Visibility is also restricted for these vehicles
and vehicles turning from Dove Road on to Hood Lane.
The parking restrictions will improve visibility and enhance traffic safety for vehicles and
pedestrians. Since parking is at a premium during school drop-off and pick-up times, the
proposed parking restrictions are being kept to a minimum.
Parr Road & Parr Lane
Parr Road and Parr Lane are currently being reconstructed to provide a concrete
roadway surface with curb and gutter. The streets are designed as a 27 foot wide two
lane roadway with no room for on -street parking. The parking restrictions will provide a
clear indication to motorists and residents that parking is not allowed. The No Parking
Zones on these streets was part of the agreement between the neighborhoods and the
City when the City agreed to reduce the pavement width to the narrow 27 foot wide
section. The parking restrictions are proposed for the entire street sections: on Parr
Road from Hall Johnson Road to Parr Lane and on Parr Lane from Parr Park to Regent
Drive.
Staff recommends approval.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AMENDING THE GRAPEVINE CODE
OF ORDINANCES BY AMENDING CHAPTER 23 TRAFFIC,
SECTION 23-63 RELATIVE TO NO PARKING ZONES,
RESTRICTED PARKING ZONES; AUTHORIZING THE
ERECTION OF TRAFFIC REGULATION SIGNS; REPEALING
CONFLICTING ORDINANCES; PROVIDING A PENALTY OF
FINE NOT TO EXCEED THE SUM OF TWO HUNDRED
DOLLARS ($200.00) FOR EACH OFFENSE AND A
SEPARATE OFFENSE SHALL BE DEEMED COMMITTED
EACH DAY DURING OR ON WHICH AN OFFENSE OCCURS
OR CONTINUES; PROVIDING A SEVERABILITY CLAUSE;
DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE,
TEXAS:
Section 1. That Chapter 23, Section 23-63, No Parking Zones, Restricted Parking
Zones of the Grapevine Code of Ordinances is hereby amended by the addition of the
following no parking zones:
"Enchanted Way, from Bethel Road to Genesis Way, both sides
Fellowship Way, from State Highway 121 northbound service road to Genesis Way,
both sides
Genesis Way, from State Highway 121 northbound service road to Fellowship Way,
both sides
Hood Lane, from Dove Road to 200 feet north of Dove Road, both sides
Parr Lane, from Parr Park to Regent Drive, both sides
Parr Road, from Hall -Johnson Road to Parr Lane, both sides."
Section 2. That the City Manager, or his designee, is hereby authorized to have
the proper traffic signs erected, constructed, and placed at such points along said
highways, streets or alleys, or portions hereof under construction, maintenance or repair
so that travelers will be reasonably notified of said traffic regulations.
Section 3. That all ordinances or any parts thereof in conflict with the terms of
this ordinance shall be and hereby are deemed repealed and of no force or effect,
provided, however, that the ordinance or ordinances under which the cases currently filed
and pending in the Municipal Court of the City of Grapevine, Texas, shall be deemed
repealed only when all such cases filed and pending under such ordinance or ordinances
have been disposed of by a final conviction or a finding not guilty or nolo contendere, or
dismissal.
Section 4. Any person violating any of the provisions of this ordinance shall be
deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum not
to exceed Two Hundred Dollars ($200,00) and a separate offense shall be deemed
committed upon each day during or on which a violation occurs or continues.
Section 5. If any section, article, paragraph, sentence, clause, phrase or word in
this ordinance, or application thereto any person or circumstances is held invalid or
unconstitutional by a Court of competent jurisdiction, such holding shall not affect the
validity of the remaining portions of this ordinance; and the City Council hereby declares
it would have passed such remaining portions of the ordinance despite such invalidity,
which remaining portions shall remain in full force and effect.
Section 6. The fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the public creates an emergency which requires that this ordinance
become effective from and after the date of its passage, and it is accordingly so ordained.

GRAPEVINE, TEXAS on this the 19th day of March 2002.
