SUBJECT: CONDITIONAL USE REQUEST CU16-27; LOT 3R3, BLOCK 1, HAYLEY ADDITION RECOMMENDATION Staff recommends the Site Plan Review Committee consider the proposed changes to Conditional Use Request CU91-05 (Ord. 1991-27) approved at the April 16, 1991 meeting for a planned commercial center, and a forty -foot pole sign in conjunction with a restaurant, specifically to revise the building elevations, landscaping, parking and allow a forty foot pole sign in conjunction with a professional office use, and take any other action necessary. Conditional Use Permit CU91-05 (Ord. 1991-27) was approved at the April 16, 1991 meeting to amend the previously approved site plan for a planned commercial center and to allow for the development of a 1,787 square foot restaurant (Waffle House) and a relocated forty -foot pole sign. The sign was relocated from the front of the site to its present location toward the rear of the lot. The applicant intends to convert the existing structure from restaurant use to professional office use. With this request the applicant proposes to revise the exterior elevations, landscaping and parking layout. The proposed exterior elevation changes include use of the existing brick in conjunction with new masonry fagade treatments and an increased height. New stucco is proposed for the east, south and north elevations. New stone is proposed for the west and south elevations. A proposed new roof increases the overall height of the structure from 14 -feet in height to 17 -feet in height. The proposed landscaping changes include enhancing planter islands and creating a 36 -inch high earthen berm at the entrance to the subject site adjacent to the west bound service road of West State Highway 114. The proposed parking layout relocates parking spaces from the north side of the building and aligns the relocated parking with the existing parking spaces adjacent to building entrance. As a result of the proposed site improvements one parking space is proposed to be eliminated. Required parking for the proposed office use is eleven (11) parking spaces and thirty-two (32) parking spaces are provided. No additional changes are proposed to the subject site. /at O:\MMU 16-27.4sprc September 26, 2016 Ron Stombaugh City of Grapevine 200 S. Main Street Grapevine, Texas 76051 Dear Mr. Stombaugh: Texas Direct Auto is interested in leasing the building formerly occupied by Waffle House. This will be an office facility occupied by employees that will assess the value of automobiles brought to this location by owners wanting to dispose of their automobiles. If they accept the value that is assessed to their vehicle, then Texas Direct purchases the vehicle. Vehicles are never sold or stored on the premises. They are picked up throughout the day and delivered to 2615 West Interstate 20 in Grand Prairie, Texas. As 1 mentioned, 1 think this is a good use for this small property and will allow me to allocate employee paring for the shopping center thereby allowing customers of the shopping center to park closer. Let me know if you agree. Sincerely, Cl Groen CG/Ib September 16, 2016 . zmA a Mo 0. 0 on• Re: Texas Direct Auto CUP Application Facade Renovation Concepts The objective of the proposed renovation is to repurpose a former Waffle House restaurant into general office space utilizing the following design techniques: Removal of the angled mansard -style fascia and other branding items associated with the former Waffle House. Addition of a natural stone veneer element along a portion of the south and west elevations to add height and presence to the street frontage. The stone will match that used on the other buildings in the development to provide visual consistency. Addition of a stucco fascia that forms a projecting horizontal element that wraps around the south and east elevations serving as a sign band and providing shade for the storefront glass below. This element will also be utilized at the north elevation to screen rooftop equipment. The stucco will also match that used on other buildings in the development. The existing brick veneer is in good condition and will be cleaned. It will harmonize well with the new stone and stucco elements. The existing storefront system will be replaced with new clear anodized aluminum framing and energy efficient clear low -e glass. The existing cooler that projects outward from the north elevation will be removed and infilled with new storefront to provide additional natural light into the interior spaces.
