CHANGE ORDER NO. 1 — PARR ROAD CONSTRUCTION
PROJECT
City Council consider approving Change Order No. 1 to the Parr Road Construction
Contract in the amount of $180,659.98 for various items required during the construction
of the Parr Road project, authorize staff to execute said Change Order, and take any
necessary action.

BACKGROUND:
The Parr Road project has proved challenging because of the utility coordination and
adjustments, as well as the temporary traffic routing and detour construction in the

narrow width of the finished pavement. The narrow pavement precluded the contractor's
option of building one-half of the pavement section and then maintaining two-way traffic
on the newly constructed section while the remaining half of the pavement was
constructed. The 27 -foot wide pavement section required that half of the roadway be
constructed while a temporary asphalt detour lane was constructed and used to maintain
two-way traffic north and south.
Included in the change order are the following items:
• The deep cut in the roadway grade, particularly just south of the Parr Road / Parr
Lane intersection, required a number of detour implementations, traffic re-routing
which significantly impacted the final cost of the asphalt detour. The added asphalt
lane was the only choice for the project to provide adequate access to the two
neighborhoods at the far north end of Parr Road (that have no other access). The
area around the Parr Road / Parr Lane intersection is the location where the need for
the added temporary paving was most required ($37,209.60).
• The installation of additional sanitary sewer lines to provide for sewer to the existing
homes on the north side of Parr Lane at the intersection with Parr Road as well as
the ability for properties just north of O'dell Court to be served by sewer at the time
they choose to connect ($ 20,424.20).

• Storm drainage and water connections to the Walker Estates Subdivision which was
not in place at the time of the construction plan preparation for Parr Road
($17,670.00).
• Localized yard drainage systems to collect surface water and 700 feet of under -drain
to collect groundwater encountered along Parr Road ($ 18,473.75).
• Additional parking spaces and concrete drive surface in the vicinity of the entrance
drive into Parr Park ($78,373.65).
• Miscellaneous adjustments ($ 8,508.78).
Staff recommends approval.
