SUBJECT: APPROVAL TO EXTEND CONTRACT FOR FIRE PROTECTIVE
CLOTHING AND A RESOLUTION DECLARING THE
CONTRACT VENDOR AS AN ONLY SOURCE
RECOMMENDATION:
City Council to consider a resolution declaring Casco Industries as an only source for
Globe Fire Protective Clothing and approve the extension of the current contract with
this vendor. A copy of the original contract approval and bid tabulation is attached.
FUNDING SOURCE:
100-42220-210-3 General Fund/Fire Operations/Clothing Supplies ......... $60,000.00
BACKGROUND:
This purchase will be made as a sole source purchase under the State of Texas Local
Government Code Chapter 252, Section 252.022 (7) (D).
This request is to extend the current contract for an additional three years and to declare
Casco Industries as the only source available to supply Globe Manufacturing Fire
Protective Clothing.
The original contract covered the purchase of fire protective clothing on an as needed
basis by the Fire Department. This contract was first approved by Council on April 6,
1999 and subsequently awarded to Casco Industries as the lowest bid that met the
required specifications. Two lower bids were rejected since they did not meet the
specifications and for listing several exceptions to the bid which reduced the quality of
the protective clothing.
Casco Industries bid Globe Manufacturing fire protective suits and is the only Texas
distributor authorized by Globe for this commodity. Globe Manufacturing is the leading
manufacturer of fire protective clothing. The different parts of a Globe suit are designed
specifically to go together; therefore, purchasing other brand units would not be
compatible with the Globe suit. An award to a vendor other than Globe would render
current inventories unusable.

,ar Texas Local Government Code 252.022 (a) (7) (D) allows an exemption to the bidding
procedures for "captive replacement parts or components for equipment."
The current vendor has agreed to extend the contact for an additional year with two
additional renewal options.
To avoid obsolete inventories, Staff recommends extending the contract with Casco and
declaring this vendor as the only available source for Globe fire protective suits.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE PURCHASE OF FIRE
PROTECTIVE CLOTHING THAT ARE AVAILABLE FROM
ONLY ONE SOURCE AND AUTHORIZING THE CITY
MANAGER TO EXECUTE SAID CONTRACT AND
DOCUMENTS AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine desires to purchase fire protective clothing as a
sole source;and
WHEREAS, Casco Industries is the sole provider of the following items:
Protective Jacket
Protective Jacket with options
High Back Trousers
High Back Trousers with options
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of the listed items on an as needed basis from Casco, Industries in a total amount not to
exceed $60,000.00 annually.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 2nd day of April, 2002.
