The total amount of this expenditure is $41,460.00. A bid tabulation is attached for review. FUNDING SOURCE: Funds are available in account: 200-43370-534-0 Utility Enterprise Fund/Perm. Maint............................................................................................... $44,989.00 BACKGROUND: Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.021, 252.0215, and 252.022. This bid was advertised in the Fort Worth Star Telegram and the Grapevine Sun on March 7, 2002 and March 14, 2002. The purpose of this bid was to obtain competitive pricing for the purchase and installation of 4,000 square feet of porcelain the and 730 square feet of carpet at the Water and Wastewater Treatment Plants. The current tile and carpet is worn, faded and cracking and the replacement was approved during the current budget year. The bid was sent to nine vendors with five vendors responding. The bid was opened on March 29, 2002 and bids were publicly read aloud. Best Quality Service submitted the lowest bid at a total cost of $24,463.00. This vendor requested a bid from the newspaper advertisement and was not part of the original bid list. Because the bid was $16,997.00 lower than the next lowest bid, Staff conducted an April 30, 2002 (3:49PM) interview with this vendor to insure the vendors understanding of the specifications and work to be performed. The Staffs request for additional information and references for the type of work bid went unanswered several weeks. Since the vendor has not made an effort to comply with the requests or to express continued interest in the project, Staff decided to use Mart, Inc., the second lowest bidder. Mart, Inc. has submitted all of the information needed. The samples and references were reviewed and approved by Building Services. Staff recommends approval of an award to the second low bid of Mart, Inc.
