(BEING A REPLAT OF LOTS 1 AND 2, BLOCK 2, DELANEY VINEYARDS PHASE 11)
1 This site is located on the east side of Merlot Avenue between Champagne
Boulevard and Hughes Road.
2. Mr. Jerry R. Delaney, the applicant, is final platting this 12.781 acre tract to
develop the land for Professional Office use.
11. STREET SYSTEM:
1. The proposed lots are bounded by Champagne Boulevard to the south,
Merlot Avenue to the west, and Hughes Road to the north.
2. Both Merlot Avenue and Champagne Boulevard are fully improved streets.
Merlot Avenue is a 44' concrete street within a 70' right-of-way. Champagne
Boulevard is a 4 lane divided roadway within a 90' right-of-way.
3. This site also has access to Hughes Road an unimproved two lane asphalt
roadway which is designated as a Type "E" Collector (4 lanes within a 75'
right-of-way) on the Thoroughfare Plan.
111. STORM DRAINAGE SYSTEM:
1 The majority of Lot 1 R drains south to Champagne Boulevard. Lots 2R and
3 drain to Merlot Boulevard then north to an open channel north of Hughes
Road.
2. The developer will be required to design for onsite as well as offsite
drainage in accordance with the requirements of the City of Grapevine's
Code of Ordinances.
IV. WATER SYSTEM:
1. There is a 10" water line located within the Merlot Avenue right-of-way, a
12" water line located within the Hughes Road right-of-way, and a 12" water
line located within the Champagne Boulevard right-of-way.
2. The existing water distribution system can supply adequate water for both
the commercial needs and fire protection needs of these lots. Additional fire
hydrants and fire lines may have to be installed onsite with the development
of these lots. The scope of the necessary fire protection improvements will
be addressed with the submittal and review of Construction Plans.
V. SANITARY SEWER SYSTEM:
1 There is an existing 8" sanitary sewer line in Merlot Avenue that can serve
Lots 2R and 3. Lot 1 R will be served by 8" sanitary sewer stubouts in either
Champagne Boulevard or Merlot Avenue.
2. The existing sanitary sewer system is adequate to serve these three
commercial lots.
VI. MISCELLANEOUS:
1. Water and Wastewater Impact Fees are due prior to the issuance of any
building permits (The current fee is $5,402.00/per acre).
2. The peripheral street fee for Hughes Road is $170.33 per lineal foot of
Hughes Road frontage and is due prior to the release of building permits.
VII. STATEMENT OF FINDINGS:
A. The City has determined that the right-of-way and easements required to
be dedicated for streets, utilities, drainage, access and other municipal
needs and services are consistent with the City's ordinances and master
plan, are reasonable and are connected to the proposed project in the
following manner:
1 The utility easements dedicated by this plat are necessary to
provide public and franchised utilities to serve this development.
B. The City further finds that the required dedication is related both in nature
and extent to the impact of the proposed development as follows:
1 The utility easements dedicated by this plat will allow for public and
franchise utilities to serve this development and surrounding sites.
2. All of the dedications benefit the development to at least the extent
of the impact of such on the development.

VIII. RECOMMENDATION:

1. The members of the City Council and The Planning & Zoning Commission
consider the following motion:
"Move that the City Council (Planning and Zoning Commission) approve the
Statement of Findings and the Final Plat Application of Lots 1 R, 2R and 3,
Block 2, Delaney Vineyards Phase II."
