FINAL PLAT
LOT 1, BLOCK 1, MUSTANG APARTMENTS ADDITION
(BEING A REPLAT OF SHADY OAKS ESTATES, BLOCK A)
I. GENERAL:
1. Mr. Phil Salyer, the applicant, is platting this 7.542 acre site for an apartment
complex. This property is located on the south side of Mustang Drive, 400 -
feet east of Timberline.
2. The site is currently undeveloped.
II. STREET SYSTEM:
1. Mustang Drive, a four lane roadway in a 75 -foot right-of-way, will provide
access to the proposed apartment complex.
III. This street system will be adequate to serve the traffic circulation needs of this
development.
IV. STORM DRAINAGE SYSTEM:
1. The developer has submitted a hydraulic study for the site based upon the
City's 100 -year ultimate conditions. A drainage easement is being dedicated
by this plat based upon the hydraulic study.
2. The site currently has four 8' x 4' and two 10' x 5' box culverts located at the
upstream side of the property discharging across the property. The site also
contains a 27" RCP line within the existing creek line of the property for low
flows. This pipe and an open channel will convey storm water drainage
downstream across the property.
3. The developer is proposing to tie the onsite drainage system into the existing
27" RCP line that crosses the property.
4. The developer will be required to design the storm drainage system in
accordance with the requirements of the City of Grapevine's Code of
Ordinances.
IV. WATER SYSTEM:
1. There is an existing 8 -inch water line in the Mustang Drive right-of-way.

2. The developer is proposing to loop an 8 -inch water line for the development
of the proposed improvements.
3. The existing water distribution system is adequate to serve the domestic and
fire protection needs of this and future surrounding developments.
4. The developer will be required to design the water system in accordance with
the requirements of the City of Grapevine's Code of Ordinances.
V. SANITARY SEWER SYSTEM:
1. There is an existing 8- inch sewer line in the Mustang Drive right-of-way, and
a 10 -inch sewer line, which crosses the site.
2. The existing sanitary sewer system is adequate to serve the development of
this site.
3. The developer will be required to design the sanitary sewer system in
accordance with the requirements of the City of Grapevine's Code of
Ordinances.
VI. MISCELLANEOUS:
1. Water and Wastewater Impact Fees are due prior to the issuance of any
building permits (The current fee is $740.00/multifamily unit).
VII. STATEMENT OF FINDINGS:
A. The City has determined that the right-of-way and easements required to be
dedicated for streets, utilities, drainage, access and other municipal needs
and services are consistent with the City's ordinances and master plan, are
reasonable and are connected to the proposed project in the following
manner:
1. The utility easements dedicated by this plat are necessary to provide
public and franchised utilities to serve this development.
2. The drainage easements dedicated by this plat are necessary to
provide for conveyance of stormwater runoff.
B. The City further finds that the required dedication is related both in nature
and extent to the impact of the proposed development as follows:

1. The utility easements dedicated by this plat will allow for public and
franchise utilities to serve this development and surrounding sites.
2. The drainage easements dedicated by this plat will provide for the
conveyance of stormwater runoff.
3. All of the dedications benefit the development to at least the extent of
the impact of such on the development.
VIII. RECOMMENDATION:
1. The members of the City Council and The Planning & Zoning Commission
consider the following motion:
"Move that the City Council (Planning and Zoning Commission) approve the
Statement of Findings and the Final Plat Application of Lot 1, Block 1,
Mustang Apartments Addition."
