SUBJECT: TxDOT — REMOVAL FROM STATE SYSTEM
RECOMMENDATION:
City Council consider adopting a resolution concurring with the State's intention to
remove a segment of BU 114 L from the State Highway System and take any necessary
action.
BACKGROUND:
City Council originally adopted Resolution # 2001-55 on November 6, 2001 supporting
the State's intended removal of the subject segment of BU 114L from the State System.
Subsequent to that date, TxDOT has requested that the exhibits be refined to better
define the limits of the subject roadway segment being removed from the State System
and that a new resolution be adopted supporting the removal.
The roadway segment extends from NW Highway south to Wall Street, bordering the
Ruth Wall Street / SH 26 / BU 114 L intersection on the west side and provides street
access to the businesses immediately west of the intersection. The segment was
constructed by TxDOT as part of the NW Highway project reconfiguration of the
intersection to insure that access to the neighboring businesses was protected.
The segment does not serve any purpose relative the operation of the intersection or the
Highway System extending east, west and south from the intersection. The City will
assume maintenance responsibilities for this new concrete roadway.

4) RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS CONCURRING IN THE STATE'S
INTENTION TO REMOVE A PORTION OF BUSINESS 114L
FROM THE STATE SYSTEM AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the State of Texas has constructed and maintained a segment of
roadway as part of Business 114L as described in Exhibit "A" attached hereto and made
a part hereof; and
WHEREAS, the State of Texas has determined that said roadway segment is no
longer needed for the operation of Business 114L; and
WHEREAS, the City of Grapevine has requested that the State remove said
roadway segment from the State System; and
WHEREAS, the City of Grapevine has committed to assume the maintenance
responsibilities of said roadway segment.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That the State's roadway segment shown on the attached Exhibit
"A" is no longer needed for use in the operation of Business 114L.
Section 2. That the City Council of the City of Grapevine, Texas concurs in the
State's plan to remove the roadway segment from the State System in accordance with
the established laws and regulations of the State of Texas.
Section 3. That the City Council of the City of Grapevine, Texas commits to
assume maintenance responsibilities for the roadway segment.
Section 4. That this resolution shall become effective from and after the date
of its passage.

BEING, 1.520 acres of land, more or less, situated in the A.F. Leonard Survey, Abstract No. 946, Tarrant
County Texas and being part of the Ruth Wall Subdivision, an addition to the City of Grapevine, Texas,
according to the plat recorded in Volume 1878, Page 279 of the Deed Records of Tarrant County, Texas; said
tract being comprised of part of a tract of land conveyed to the State of Texas by Quit Claim Deed recorded in
Volume 1107, Page 274 of the Deed Records of Tarrant County, Texas and part of a tract of land conveyed to
the State of Texas by Warranty Deed recorded in Volume 12641, Page 1152 of the Deed Records of Tarrant
County, Texas; said 1.520 acres of land being more particularly described by metes and bounds as follows:
BEGINNING, at a TOOT aluminum disk found in a north right-of-way line of Wall Street (a 60 foot wide right-
of-way) at the southwest corner of a tract of land conveyed to the State of Texas by Warranty Deed recorded
in Volume 12641, Page 1152 of the Deed Records of Tarrant County, Texas; said point being North 89
degrees, 31 minutes, 42 seconds East, a distance of 103.10 feet from a 5/8 -inch iron rod found at the
southwest corner of Lot 6 of said Ruth Wall Subdivision;
1) THENCE, North 00 degrees, 26 minutes, 16 seconds West departing the said north line of Wall Street
and along the west line of said State of Texas tract, a distance of 45.59 feet to a TOOT aluminum
disk found at an angle point;
2) THENCE, North 34 degrees, 59 minutes, 25 seconds West, along a southwest line of said State of
Texas tract, a distance of 12.46 feet to a TxDOT aluminum disk found at an angle point; said point
being in the north line of Lot 6 of said Ruth Wall Subdivision; said point being on a non -tangent curve
to the left whose center bears South 31 degrees, 47 minutes, 56 seconds West, a distance of
1637.02 feet from said point;
3) THENCE, in a northwesterly direction, along the north line of said Lot 6 and said curve to the left,
through a central angle of 03 degrees, 53 minutes, 49 seconds, a chord bearing of North 60 degrees,
08 minutes, 58 seconds West, a chord distance of 111.32 feet, an arc distance of 111.34 feet to a
5/8 -iron rod found at the northwest corner of said Lot 6 and the northeast corner of Lot 5 of said Ruth
Wall Subdivision; said point being on a non -tangent curve to the left whose center bears South 27
degrees, 45 minutes, 05 seconds West, a distance of 1637.02 feet from said point;
4) THENCE, in a northwesterly direction, along the north line of said Lot 5 and along said curve to the
left, through a central angle of 09 degrees, 44 minutes, 06 seconds, a chord bearing of North 67
degrees, 06 minutes, 58 seconds West, a chord distance of 277.81 feet, an arc distance of 278.14
feet to a "+" cut in concrete set at the northwest corner of said Lot 5 and the northeast corner of Lot 4
of said Ruth Wall Subdivision; said point being on a non -tangent curve to the left whose center bears
South 17 degrees, 46 minutes, 02 seconds West, a distance of 1637.02 feet from said point;
5) THENCE, in a northwesterly direction, along the north line of said Lot 4 and along said curve to the
left, through a central angle of 06 degrees, 23 minutes, 47 seconds, a chord bearing of North 75
degrees, 25 minutes, 52 seconds West, a chord distance 182.66 feet, an arc distance of 182.76 feet
to a 5/8 -inch iron rod found at the northwest corner of said Lot 4 and the northeast corner of Lot 3 of

feet to a TxDOT aluminum disk set in the south right-of-way line of Business 114L (a variable width
right-of-way); said point being the northwest corner of Lot 2 of said Ruth Wall Subdivision;
7) THENCE, North 89 degrees, 16 minutes, 04 seconds East, along the proposed south right-of-way line
of Business 114L, a distance of 157.24 feet to a TxDOT aluminum disk set at the beginning of a curve
to the left whose center bears North 00 degrees, 43 minutes, 56 seconds West, a distance of 2390.00
feet from said point;
8) THENCE, in an easterly direction, along the said proposed south line of Business 114L and said
curve to the left, through a central angle of 07 degrees, 48 minutes, 56 seconds, a chord bearing of
North 85 degrees, 21 minutes, 36 seconds East, a chord distance of 325.76 feet, an arc distance of
326.01 feet to a 1/2 -inch iron rod with "Pacheco Koch" cap set; said point being 58.57 feet southerly
of, and at right angles to, centerline survey station 141+36.34; said point being on a non -tangent
curve to the right whose center bears South 17 degrees, 05 minutes, 37 seconds West, a distance of
1737.02 feet from said point;
9) THENCE, in a southeasterly direction, along said curve to the right, through a central angle of 10
degrees, 39 minutes, 44 seconds, a chord bearing of South 67 degrees, 34 minutes, 31 seconds
East, a chord distance of 322.77 feet, an arc distance of 323.24 feet to a 1/2 -inch iron rod with
"Pacheco Koch" cap set at an angle point; said point being on a non -tangent curve to the right whose
center bears South 27 degrees, 53 minutes, 52 seconds West, a distance of 1737.02 feet from said
point;
10) THENCE, in a southeasterly direction, along said curve to the right, through a central angle of 04
degrees, 16 minutes, 29 seconds, a chord bearing of South 59 degrees, 57 minutes, 54 seconds
East, a chord distance of 129.57 feet, an arc distance of 129.60 feet to a 1/2 -inch iron rod with
