BACKGROUND:
The construction project is for rehabilitation of four sewage lift stations. There are 16
sewage lift station in the City system. The four being rehabilitated are the oldest stations
and have begun to present operational problems. The stations are as follows:
1.
Kimball Rd. lift station
2.
Lakeview lift station
3.
Dove Rd. #1 lift station
4.
Golf Course lift station
June 11, 2002 (3:45PM)
Each of these stations was constructed in the 1970s and has reached its design life.
The pumps and motor control centers are in need of replacement and the wet wells have
experienced substantial corrosion.
The project was designed by Alan Plummer Associates, Inc. and advertised in the Fort
Worth Star Telegram on May 5, and 12, 2002. Bids were opened on June 5, 2002. Five
bids were received and Red River Construction Co. was the low bidder in the amount of
$1,139,518.15 (see bid tabulation).
The engineers' estimate of probable construction cost was $1,204,500.00. References
were checked for Red River Construction Co. and were found to be excellent by the
engineer.
Staff and Alan Plummer Associates, Inc. recommends award of bid to Red River
Construction Co. in the amount of $1,139,518.15.

Dear Mr. Singleton:

June 5, 2002, at the Public Works Department Office. A total of five bids were received
and opened as listed below.

Gracon Construction, Inc.

$1,442,718.15*
Engineer's opinion of probable construction cost was estimated at $1,204,500.00. A
complete bid tabulation is enclosed for your information. Please note that the bid totals
shown above with an "*" indicate a revised total, due to found mathematical errors in the
bid proposai> None of the errors are significant in amount, and did not change the relative
ranking of th,r total bid amounts.
Red River Construction Company submitted the apparent low bid. The bid was properly
submitted without any exceptions or additional statements. All addendums were
acknowledged on the proposal. The apparent low bidder provided an extensive list of
references. APAI is familiar with multiple projects in which Red River was/is the
contractor and consider their performance on that project satisfactory. We, therefore,
recommend award of the Wastewater Lift Station Improvements, Lakeview, Kimball,
Dove I, & Golf Course project to Red River Construction Company in the amount of
$1,139,518.15.
This project is contracted for all items to be substantially complete within 240 days after
the date when contract times commence to run, and substantially complete by 270 days.
