27TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM (CDBG) — CONTRACT APPROVAL
City Council consider approving the Base Bid of $237,364.64 for a contract between
Tarrant County and McMahon Contracting, Inc. for the reconstruction of Smith Street
within the Original Town of Grapevine under the 27th year Community Development Block
Grant (CDBG) Program, authorize staff to forward the approval recommendation to
Tarrant County officials, and take any necessary action.
FUNDING SOURCE:
The City Council has previously approved the contribution of funds in the amount not to
exceed $21,325, for this project. The remainder of funding ($216,039.64) will be provided
through the Community Development Block Grant (CDBG) Program.

This project consists of the reconstruction of Smith Street, between College and Texas
Streets, within the Original Town of Grapevine bounded by Northwest Highway, Dooley
Street, Dallas Road and Main Street. This area is designated as CDBG Target Area #1.
This project includes funding from the last three years of CDBG program as well as
surplus funding from the 23rd year CDBG program and funding from the City of
Grapevine. Originally, the project called for the reconstruction of Smith Street in two
phases. Due to utility relocation delays and reluctance to inconvenience the residents in

this area for a two-phase construction project, the funding from multiple years were
combined so the entire project could be constructed at one time.
These improvements will contribute to the upgrade of the area by providing an improved
roadway surface for Smith Street.
There were a total of eleven bidders on this project. The bids were as follows:

The low bidder, McMahon Contracting, Inc., has been identified as an acceptable choice
for the type of project.
The contract schedule for this project establishes a construction time of 120 days.
Staff recommends approval.

The bid opening for the above project was held at the offices Of Tarrant COUnb/ Community
Development on VVednesday, June 5, 2002. The project involves neoonstnuCtion of approximately

$248.493.20. Since the available HUD funds exceed the low bid amount plus additional monies for
field changes and quantity overruns, the work should be completed within the CDBG funds available for
the 27 1h Year Project with DO further City participation required.
McMahon Contracting, Inc. has bid and performed other work of a similar nature for Tarrant County
projects and TNP client cities in the past. ThenefOre,itisour opinion that McMahon Contracting, Inc. is
qualified to satisfactorily perform the required work.
