SUBJECT: MASTER DRAINAGE PLAN UPDATE
RECOMMENDATION:
City Council consider approving an Engineering Services Contract with Turner, Collie &
Braden, Incorporated to provide updating services for portions of the City's Master
Drainage Plan in an amount not to exceed $65,000.00, authorize staff to execute said
contract, and take any necessary action.
FUNDING:
Funds are available from Storm Drainage Certificate of Obligation Interest, account
number 116-48941-535-1-000004.
BACKGROUND:
Staff has requested a proposal from Turner, Collie and Braden to develop an update of
the storm -water study on Jones Branch in west Grapevine. The stream drains the fast
developing areas of east Southlake and west Grapevine in the vicinities of NW Hwy and
FM 1709.
The Austin Oaks residents have expressed concerns over the flows in Jones Branch
since the development in Southlake has begun. Erosion is becoming significant in the
channel through the neighborhood and downstream to Dove Road.
The proposal consists of field surveys of the stream channel throughout the length from
SH 114 to Dove Road over a length of approximately 5,000 feet. The consultant will
identify potential Section 404 jurisdictional areas, update the hydrologic and hydraulic
models for Jones Branch, evaluate flood levels and velocities, and develop a mitigation
plan.
The consultant will also update the Masterplan's list of priority mitigation projects. Of the
original 14 stream mitigation projects, 10 still need to be addressed. Additionally, Staff
has identified four new sites as locations requiring future improvements. Based upon
current conditions, the consultant will re-evaluate these locations with Staff input and
develop updated priorities for the 14 sites.

Dear Mr. Nelson:
», Turner Collie & Braden Inc. (TC&B) is providing this proposal to perform engineering and
surveying services related to a Stream Mitigation Plan for Jones Branch and an update of the City of
Grapevine Master Drainage Plan. A detailed scope of work and other agreement provisions are
described as follows:

COMPENSATION
A breakdown of the budget is presented in Attachment B with a lump sum of $47,400 for
engineering and environmental services. Surveying work will be performed on a reimbursable basis,
with a maximum not to exceed $17,600. TC&B will not exceed this amount without your
concurrence. Attachment D is a copy of TC&B's "Compensation and Liability Form" that provides
information relevant to projects performed on a reimbursable basis. Payments will be due upon
receipt of invoices prepared by our office and submitted not more frequently than a monthly basis.
SCHEDULE
TC&B is prepared to initiate the described work immediately upon your notification to proceed. The
projected schedule for completion is presented in Attachment C.

TERMS OF AGREEMENT
This agreement may be terminated by either party for convenience upon 30 days written notice, or
for cause if either party fails substantially to perform through no fault of the other and does not
commence correction of such nonperformance within 5 days of written notice and diligently
complete the correction thereafter.
Upon delivery of such notice, TC&B shall, unless the notice states otherwise, immediately
discontinue all Work, proceed to cancel promptly all existing orders and contracts insofar as such
orders or contracts are chargeable to the Work, and deliver to you all work products under this
agreement. Upon termination, you will owe TC&B for all compensation earned under this
agreement to date of termination, plus reasonable termination expenses. This proposal is valid for a
period of sixty (60) days.
AUTHORIZATION TO PROCEED
Two copies of the proposal are enclosed for your authorization. Please return of one signed copy of
this Agreement, which will be sufficient to serve as our Authorization io Proceed. agreements, ether written
represents the entire agreement and supersedes in its entirety y p
or verbal, as they pertain to this proposal.

l `' SCOPE OF WORK
" ` UPDATE OF THE CITY OF GRAPEVINE MASTER DRAINAGE PLAN
The purpose of this investigation is to develop a stream mitigation plan for Jones Branch
from the city limits near SH 114 to Dove Road (study reach), and to update the list of
priority stream mitigation alternatives presented in the City's Master Drainage Plan
(draft) dated June 1995. The study reach of Jones Branch was not included in the
priority list from the 1995 Master Drainage Plan. The study of Jones Branch will include
detailed hydrologic and hydraulic modeling, but the updating of the priority master plan
projects will be done by more approximate methods.
A. Jones Branch
1) Collect and assess available hydrologic and hydraulic data including the models
developed for the Master Drainage Plan, topographic data and as -built
construction plans from the City, drainage plans from the TxDOT project on SH
114, and plans for current and future developments in the City of Southlake.
2) Preliminary Environmental Investigations
a) Collect and review various information to help determine the existing
conditions of the study reach relative to potential waters of the U.S. This
information will include the following:
* Pertinent U.S. Geological Survey quadrangle map(s)
* National Wetland Inventory map
* Tarrant County Soil Survey and hydric soil list
* Readily available aerial photography
b) Conduct a reconnaissance -level site visit and investigation of the study reach
to identify and characterize potential Section 404 jurisdictional areas within
the site. It is assumed that no more than four (4) representative observation
points will be required. The boundaries of potential Section 404 areas will be
either flagged in the field or approximated on a project area map.
Characterization of potential waters of the U.S. (exclusive of wetlands) will be
performed using USACE guidelines and standard criteria for determining
such jurisdictional areas (i.e., streams, creeks, ponds, etc.). This
investigation does not include a detailed evaluation (i.e., Wetland
Determination Data Form), nor delineation of Section 404 jurisdictional limits.
In the event that wetland areas are identified on the property, a general
characterization of such areas will be performed.
3) Coordinate field surveys (by SURVCON INC., described in Section C) of Jones
Branch between SH 114 and Dove Road.
4) Update the hydrologic model prepared for the Master Drainage Plan to
incorporate any changes in land use or drainage system modifications which
have occurred since 1991 (the time frame assumed in the Master Drainage
Plan).

5) Utilize the field surveys (from Section C) and any updated mapping and other
geometric data acquired in Task 1 to revise the hydraulic model of Jones Branch
prepared for the Master Drainage Plan, to incorporate the eroded channel
condition that has occurred over the last few years.
6) Execute the revised hydraulic model using the flood discharges calculated in
Task 4. Evaluate flood elevations and velocities calculated by the model to
assist in formulating potential mitigation plans for the study reach of Jones
Branch.
7) Coordinate with City personnel and possibly the "Stream Team" to assist in
formulating a set of alternative (maximum of three) mitigation plans for the study
reach. Develop conceptual plans using approximate (i.e., normal depth)
hydraulic procedures. Only channel modification alternatives will be considered.
Develop order -of -magnitude probable construction costs for each alternative.
8) In consultation with City staff, select a mitigation plan from the alternatives
developed in Task 7. The plan may be a composite of the previously analyzed
alternatives. Prepare a final set of proposed condition hydrologic and hydraulic
models starting with the existing conditions models prepared in Tasks 4 and 5.
Code cross-sections transitions and proposed structures into hydraulic model
and refine to meet design water surface profile and velocity criteria. Evaluate
hydrologic impacts for downstream or adjacent channel reaches, particularly for
areas outside the City, using the hydrologic model, and define solutions if
problems are determined. Define the conceptual configuration of any required
energy dissipation structures .
9) Prepare a probable cost of the mitigation plan sized in Task 8.
10) Prepare a report describing the methodology and findings of the above-described
studies (6 copies).
B. Update of Priority Stream Mitigation Projects
Of the fourteen (14) stream mitigation projects recommended in the Master Drainage
Plan, the four in the Creek 23/Creek 17 system are under construction, leaving ten
remaining priority projects. In addition, three other problem areas have been
identified by City staff (Farris Branch, West Farris Branch, and Creek 21/Saybrooke),
plus one problem area (Countryside Estates/Rustic Drive) which were identified as
storm drain system mitigation projects in the Master Drainage Plan. These fourteen
(14) projects will be evaluated and prioritized in consultation with City staff. No
additional hydrologic and hydraulic analyses will be conducted for the previous ten
stream mitigation projects and one storm drain mitigation project. However,
conceptual hydraulic studies will be conducted for the three project sites where no
analyses were performed for the Master Drainage Plan. The tasks included in the
Master Drainage Plan update are listed below:
1) Conduct field inspections of each of the 14 sites. Interview City personnel to
obtain available information concerning complaints and/or historic flooding.
2) Conduct approximate hydraulic studies of the three (3) sites that were not
analyzed for the Master Drainage Plan. These studies will consist of evaluation

of available hydraulic modeling and "normal depth" -type hydraulic analyses.
Develop order -of -magnitude probable costs for these three projects.
3) Update probable costs of the remaining eleven (11) projects (10 stream
mitigation and one storm drain mitigation).
4) In consultation with City staff, prepare a priority list of the revised fourteen -project
list. Set up a "selection matrix" to assist in the prioritizing.
5) Prepare a brief report summarizing the findings of the above-described studies (6
copies).
C. Field Surveys
1) Conduct surveys of Jones Branch from SH 114 northerly approximately 5,000
feet to Dove Road. Access points to the site are at the two roadways mentioned
along with Austin Oaks Park. The area does not lend itself to being easily
mapped. It is extremely wooded with very tough terrain.
2) Transfer City of Grapevine horizontal and vertical datum to site and establish
benchmarks.
3) Using conventional ground surveying techniques and the Global Positioning
System where possible, obtain twenty-three (23) cross-sections.
4) Deliverables will include digital files containing the surveyed points, ASCII file of
coordinates, and a copy of the field notes.
5) The scope of field surveys can possibly be reduced depending on findings of the
data collection task (Section A, Task 1).
TASKS NOT INCLUDED IN THIS SCOPE OF WORK
1) Geotechnical investigations.
2) Preparation or'coordination of requests for Letters of Map Revision.
3) Coordination with USACE regarding Section 404 permitting or applications.
4) Plans and specifications.
5) Water quantity or quality monitoring.
6) Expert witness testimony.
7) Assistance with public hearings.

COMPENSATION AND LI.-',BILITY
Engineering Services by Turner Collie & Braden Inc.
A. For the services of the Engineer's staff and survey office personnel of Engineer's affiliate company, SURVCON INC. (except
survey party personnel who are covered in paragraph 8), the charge will be the Salary Cost times a multiplier of 2.25 for time
actually worked on the Project. Salary Cost is defined as a direct labor cost (salaries and wages) of the Engineer's employees
so engaged plus 40 percent for social security contributions; unemployment, excise and payroll taxes; employment
compensation insurance; retirement benefits; incentive pay; medical and insurance benefits; and sick leave, vacation, and
holiday pay. Salary Cost will be computed on an hourly basis. The hourly direct labor cost of an employee compensated upon
a salary rather than an hourly basis will be computed as follows: The employee's yearly salary, as of the time of performance of
the work on the Project, shall be divided by 2,080 to determine an hourly direct labor cost. The charge for the services of the
Engineer's officers will be computed as herein described, except that the hourly rate of the officers will not exceed $60.00 per
hour. The overtime premium required by the Fair Labor Standards Act for nonexempt classifications will be charged for
overtime hours worked because of the Client's requirements, and upon its specific authorization.
B. For the Engineer's survey parties, (these parties are furnished by SURVCON INC., an affiliate company) the following
schedule of rates, including standard instruments, applies for standard 8 -hour days, according to the instrumentation used:

Two-man party $73.00 per hour
Three-man party $94.00 per hour
Four -man party $115.00 per hour
Additional Rodman, Chainman or Flagman $21.00 per hour
Control leveling instrumentation, paired lovar rods: $25.00 per day
Total station wldata collector: $7.00 per hour
Robotic total station: $18.00 per hour
GPS RTK System: $68.75 per hour ($550.00 per day)
GPS Static Receiver (each): $25.00 per hour
All Terrain Vehicle (ATV) $175.00 per day
Small Skiff $75.00 per day
Small Skiff with motor $150.00 per day
Skiff (18' of larger) with motor $350.00 per day
These charges exclude nonlabor expenses as described in paragraph C below
The standard 8 -hour workday includes round trip travel time between SURVCON's office and the work site. Variations in work
time for nonstandard days, Saturdays, Sundays and holidays must be agreed to in writing before working.
For all direct nonlabor expense, including surveying supplies, transportation, telegraph and telephone toll charges,
reproduction, etc., and travel and subsistence for the Engineer's officers and staff, all as required for the proper execution of
the work, and for all work subcontracted, the charge is the actual invoice cost plus a 10 percent service charge. Travel by
vehicles owned or leased by Engineer or SURVCON INC. shall be at 50 cents per mile.
For computer services on equipment owned or leased by the Engineer, the charge shall be at the following rates:
CADD (Microstation) $15.00 per hour
Plotting $1.30 per square foot
For outside services, such as making soil borings and performing laboratory tests on soil samples, or retaining special
consultants, Client may, at his option, contract directly with a third party for such services, or through Tumer Collie & Braden
Inc. If such contracts are made through Turner Collie & Braden Inc., a handling charge of 10 percent will be added to the net
amount of such contract.
Payments to Engineer for authorized services will be due upon presentation of monthly statements by Engineer for such
services. If, within 30 days of the date of any such statement, Client should fail to pay Engineer the full sum specified in any
such statement, then the Client shall pay to Engineer, in addition to the sum shown as due by such statement, interest on any
unpaid portion thereof at the rate of 12 percent per annum from the date of such statement until fully paid, which shall fully
liquidate any injury to Engineer arising from such delay in payments,
